I. JOB REQUIREMENTS

A. EDUCATION: Four-year degree in Accounting, Finance or related discipline.

B. EXPERIENCE: Eight years accounting / finance experience including social service experience at the supervisory level; additional experience may substitute for education on a 2:1 basis.

C. SKILLS: Expert knowledge of federal and state regulations pertaining to private not for profit accounting, auditing, and regulatory reporting and compliance. Knowledge of generally accepted accounting principles and practices; modern accounting and office procedures and equipment; computerized maintenance of fiscal data; effective communication, both verbally and in writing; management / leadership experience. Ability to delegate, develop staff, manage and lead groups of staff. Must be a visionary thinker, decisive individual and strategic planner.

II. NATURE OF WORK

The Finance / Programmatic Director's major responsibility is to work with senior management and the directors of the company to develop and plan the goals, objectives and strategies of the COASL and to execute these plans with discipline to ensure sound financial stability for the agency.

The Finance / Programmatic Director has broad responsibility for the fiscal operating results. This includes but is not limited to developing, implementing and overseeing plans and programs related to accounting, finance, audit, compliance and payroll. The Finance / Programmatic Director exercises usual authority of department head concerning staffing, performance appraisals, recommended promotions and disciplinary actions.

The Finance / Programmatic Director is required to exercise a high degree of independent judgment and initiative based upon experience and knowledge of accounting systems and procedures.

III. POSITION RESPONSIBILITIES

FINANCE

Responsible for the coordination and preparation of budgets, long-range and short-term plans and the assimilation of financial and operating information for the COO, President / CEO, and management staff.

In cooperation with senior management, develop budgets for funding sources which consolidate into an overall agency budget and become part of COASL's business plan.

As a member of the management team, develop a business plan and forecasts to estimate the future impact of such decisions.

Prepare timely and accurate operations reports to the management team which provide useful information concerning financial reporting.

Develop and monitor capital expenditure budgeting.

Ensure upon completion of the contract year for each funding program, prepare a close-out report for the specified fund.

In cooperation with Human Resources, develop a program of risk management designed to maximize insurance costs casualty losses.

ACCOUNTING

Set COASL accounting policies according to generally accepted accounting practices and principles, including receipts and disbursements and assigned ledgers, taking into consideration the objectives of COASL.

Work with independent auditors and funding monitors in the preparation of financial statements and budgets. Develop and maintain an internal control structure which ensures that the integrity of information is maintained in areas of receivables, payables, payroll, inventory, fixed assets, financial reporting, expenditures, receipts, cash match and in-kind.

GENERAL

Assemble and supervise the finance and programmatic department's staff, monitor staff performance and evaluate department effectiveness.

In cooperation with Human Resources, develop compensation, medical, life, disability and other benefit packages to maximize their effect while controlling costs.

Research Federal, State, County and City directives and guidelines to determine proper accounting procedures, allocations and reporting of all fiscal matters and assure compliance.

Insure the agency complies with the statutory requirements and remittance of payroll taxes.

As a member of the management team, review proposed major organizational changes.

Responsible for the interviewing, hiring, training and disciplinary action of Finance and Programmatic staff with the coordination of the Chief Operating Officer, Human Resource Director, and President / CEO.

In the event of a disaster or state of emergency, perform duties under the direction of the President / CEO as prescribed in the COASL Disaster Preparedness Plan.

Display initiative in presenting supervisors with new ideas to benefit the Council, its staff and its clientele.

Maintain a courteous and professional demeanor at all times with supervisors, co-workers, clients and the general public.

Other duties as required by the Chief Operating Officer.

Pay: $55,000.00 - $60,000.00 per year
