Applicants are responsible for ensuring all documents are received.The Community Services Manager researches, plans, and assists staff in the development and implementation of high quality, responsive, and cost-effective recreation and community services programs and events. Oversees, develops, manages, and maintains the Recreation and Community Services budget, personnel, facilities, and programs.Distinguishing Characteristics:

This is the advanced journey level supervisor class. Positions in this class may be assigned specific programmatic responsibilities. Provides high level support and administration for the Superintendent regarding Recreation and Community Services.Supervises, oversees, and manages the Division’s personnel; participates in the recruitment, hiring, and orientation of employees; provides training and completes performance reviews on a regular basis; recommends dismissal and disciplinary actions; approves schedules and ensures facilities are well staffed with adequate ratios; mentors, guides, and provides consistent communication to staff proactively handling issues or concerns that may arise.Provides oversight and management of the Recreation and Community Services Division budget; reviews, recommends, and coordinates purchases and expenditures; oversees the collection of fees for services and recommends adjustments to the budget based on program needs; makes recommendations on Capital Outlay and Improvement Budgets.Manages and provides oversight for Sherwood Hall; develops rental contracts, assigns fees, collects fees, processes payments, and coordinates various vendors for facility maintenance and use.Prepares and makes presentations to City Council, LCS Commission, Public Art Commission and other groups regarding the management and direction of the Division; receives feedback from residents and community members, resolves concerns, delegates work, and maintains effective relationships across the community and other Departments.Oversees, directs and manages a wide range of Recreation and Community Service efforts; facilitates and directs the implementation of programs; evaluates and makes recommendations for programs at numerous locations to ensure the needs of the Community are being met.Collaborates with various departments to achieve City Council goals; collects and reports data; develops, implements, and promotes outreach efforts to enhance the sustainability of City programs and services.Coordinates with Public Works Department to ensure facilities are safe and meet the needs of programs.Oversees the City Special Event Permitting process; coordinates with other City Departments to ensure applicants obtain appropriate permits and pay the required fees; provides information for special events.Performs other duties as assigned.Typical Decisions:

The incumbent must be able to prioritize work and utilize management skills for the direction and development of departmental revenues, expenditures, and procedures. Makes daily decisions regarding management of personnel and delegation of Division work.Knowledge of:

Bachelor's degree in Recreation Administration, Business Administration, Public Administration or related field.Experience:

Four years of increasingly responsible experience in supervising and administering large and varied recreation or community service programs, preferably in a municipal agency.Licenses and Certifications:

Must possess a valid State of California Class C Driver's License. CPR and First Aid/AED Certification required within six months of appointment.Physical Demands and Working Conditions :

This is a primarily sedentary position that works in a standard office environment. Incumbent will be required to visit various facilities and provide occasional fieldwork. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification will need to have physical agility to bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to twenty-five pounds.Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
