The General Government Service Center (GGSC) is one of five financial service centers within the Department of Administrative and Financial Services established to provide centralized accounting and budgeting services to agencies across state government.About The Position:This position oversees the MaineIT billing team, which includes four staff members responsible for the accuracy and timeliness of monthly bills to customer agencies. The primary focus of the Information Systems Business Manager is to direct and oversee the analysis, design, programming, review, input and output of the MaineIT billing system (Nicus). This includes identifying, analyzing and interpreting the effectiveness of data feeds to ensure accurate billing for each of more than sixty OIT service rates in effect for application services, infrastructure, network services, client technology services, radio services and telecommunication services. This position serves as a member of the Deputy Director’s Senior Team and advises the Deputy Director on all issues relating to MaineIT billing.Representative Tasks:Collaborate with Program Service Managers and billing team to compile, enter and distribute monthly MaineIT bills to customer agencies.Supervise and provide direction to the billing team to ensure work is accomplished in a timely and effective manner.Oversee the ticket and billing dispute processes to ensure customer concerns are addressed timely and accurately.Manage accounts payable processes to ensure vendor invoices are paid timely.Review and administer user permissions to the various systems used by the billing team and customer agencies.Review processes and workloads to identify and implement efficiencies.Provide support for the Deputy Director regarding customer billing questions and concerns.Assist the Deputy Director and MaineIT Finance Manager with special projects to leverage billing data in order to increase transparency for costs and improve customer service.Knowledge, Skills, and Abilities Required:Knowledge of business and public administration principles, practices, and techniques.Knowledge of financial management principles, practices, and techniques.Knowledge of accounting and auditing principles, practices, and procedures; preferably governmental.Knowledge of managerial and cost accounting theory, principles, and practices.Knowledge of AICPA/GAAP/GASB standards for governmental organizations.Knowledge of internal service fund operations.Knowledge of cost allocation principles and rate setting.Knowledge of applicable laws, rules, regulations, policies and procedures.Knowledge of management information systems.Excellent communication skills, orally and in writing.Ability to establish and maintain effective working relationships and a team environment.Ability to use applicable computer programs.Ability to conduct complex data analysis to perform research and prepare reports.Ability to plan, organize, direct, and coordinate fiscal and administrative services.Ability to interpret and apply policies and regulations and systematize procedures.Ability to advise management on matters impacting the program.Minimum Qualifications:A Bachelor’s degree with at least two (2) years of relevant experience. Preferred degree concentrations are public or business administration, information technology, accounting, finance, or related field.
