Job DescriptionClassification Study Notice:

This position is open to Alaska Residents only.

This position is being recruited for in Anchorage.

What you will be doing:

The Environmental health Lab (EHL) is recruiting for an Analyst/Programmer 4 (A/P 4) to act as the only onsite IT support that ranges from network support, workstations, instrument computers, peripherals, databases, servers, as well as enterprise, and business line software such as Microsoft Office Suite, Laboratory Information Management System (LIMS), quality management, fire, intrusion, and security systems, temperature monitoring, and building automation. This position will also perform SQL queries, use Crystal Reports, perform website management, and support application upgrades and testing. They are also responsible for maintaining inventories for equipment, hardware, and software including proper tagging and disposal records. This position also participates in the management team supporting our ISO 17025 accreditation.

This position operates in a dynamic work environment that is often fast-paced and is subject to frequent interruptions and frequently changing priorities and will require an individual with exceptional organizational and self-management skills.

This position supports DEC’s mission by supporting IT needs for data acquisition, storage, back-ups, and reporting of the legally defensible data to protect our environment and public health, including ensuring safe food and drinking water to Alaskans.

This A/P 4 will join a team of staff to produce high quality, timely, and legally defensible data by performing regulatory testing on food, dairy, shellfish, seafood, waters, and more to ensure the health and safety of consumers in Alaska and worldwide, support commercial industries, and overall environmental health.

The working environment you can expect:

The EHL is in a standalone building near the U-Med district in Anchorage, Alaska with easy, free parking, close to public transportation with sidewalks, and access to Far North Bicentennial Park and Campbell Tract trails, as well as frequent wildlife viewing. The EHL also has bike racks and shower facilities for those that use alternate transportation or lunch time exercise.

We are looking for a candidate that has experience in the following areas:

Analytical Thinking/Problem Solving:

uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.

Flexibility:

Is open to change and new information; adapts behavior or work methods in response to new information, changing conditions, or unexpected obstacles; effectively deals with uncertainty.

Information Technology Architecture:

Knowledge of architectural methodologies used in the design and development of information systems, including the physical structure of a system's internal operations and interactions with other systems.

Planning and Evaluating:

Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

Problem Solving:

Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Minimum Qualifications:

Four years of computer programming experience in a recognized computer language. One year of this experience must have been in a business application, scientific application, microcomputer or computer information management support specialty.

Substitution:

A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS) or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience.

Special Note:

An applicant who is considered under the Substitution above qualifies to apply for this job class IF the applicable coursework is completed within three (3) months of hire. Under this option, an applicant may receive a conditional job offer; however, proof of completion will be required prior to final appointment and reporting for duty.

Individual positions at each level in this class series may require expertise in a particular area of programming or analysis. Recruitment and selection will be on the basis of these requirements.

For some positions in these job classes, a background investigation including fingerprinting is required.
