Position: Mental Health Treatment Services Director

Department: Outpatient Mental Health and School Based Services

Reports to: Director, Behavioral Health Services

Pay Status: Exempt

Location: 45 Hight Street

The Job:

The Mental Health Treatment Services Director is responsible for the day-to-day operations of mental health services and programs within Harbor Care, including outpatient mental health and school-based services. This role will oversee patient care delivery systems, support an extraordinary patient experience, enhance employee engagement and satisfaction, and ensure the overall financial performance of mental health services. This position requires direct hands-on involvement and leadership of clinical operations, personnel management, grant management, and project management.

Duties & Responsibilities

Ensure compliance with regulatory agencies requirements and Harbor Care Policies and Procedures, participate in program budgeting, resource management, and identify growth and funding opportunities.

Monitor staff productivity and adherence to evidence-based practices, provide clinical supervision to licensed and non-licensed staff, review and sign clinical documentation, and provide applicable training.

Work closely with the Director of Behavioral Health Services and Senior Leaders to identify and implement opportunities for growth and community partnerships.

Provide direct patient care at 40% or less as determined by Supervisor.

Collaborate with all clinical programs and staff to ensure fidelity to evidenced-based practices.

Participate in quality assurance/improvement and peer review programs, assuring compliance and implementation of any resulting recommendations pertaining to clinician documentation.

Timely review and oversight of documentation by clinicians to assure accurate, compliant, and quality behavioral health treatment.

Participate in management team meetings, interdisciplinary team meetings, and service line or staff meetings. Host regular department meetings and 1:1 supervisory meetings with direct reports.

Participate and comply with NCQA PCMH Accreditations.

Monitor compliance with HRSA regulations and requirements.

Provide leadership, clear direction, and timely feedback to staff. Encourage teamwork in the Department and facilitate interactions amongst the team to maintain good morale.

Perform corrective action management and performance reviews in a timely manner, providing ongoing feedback throughout the year with support from Human Resources, Compliance, QA/QI, and agency administrators when indicated.

Monitor staff productivity to identify opportunities for improvement, providing feedback to staff and offering recommendations to leadership.

Assist with and respond to escalated clinical and non-clinical customer complaints pertaining to staff (direct reports). Investigate and resolve complaints, questions, and concerns.

Prioritize and manage work volume and workflow by utilizing and coordinating department resources.

Serve as a role model to clinic staff and establish a patient-centric, team-based model of care that is efficient, knowledgeable, and shares responsibility in attaining the goals of the Service Line.

Evaluate Service Line productivity and compliance with operational policies and procedures, identifying and implementing corrective action and improvements.

Work closely with Supervisor and Human Resources on recruitment and retention strategies, including hiring, training, and staff development.

Ensure program staff are meeting grant-funded goals and objectives.

Assist Supervisor in the development and management of budgets, an annual work plan; and identify variances and implement corrective action as needed.

Assist Supervisor in developing quality assurance/quality improvement plans.

Identify opportunities to integrate services leading to improved clinical outcomes, increased patient access, and maximizing revenue generating opportunities.

Assist Supervisor to develop and implement policies, procedures, processes, workflows, reports, and other operational documents.

Represent the organization at community events and attend relevant conferences.

Maintain professional affiliations and enhance professional development to keep current in the latest health care trends.

Other duties as assigned.

Job Requirements

Master's degree in behavioral health or related field

Licensed LCMHC/LCISW in the State of New Hampshire and in good standing with Board of Mental Health.

Minimum five years of clinical management experience including managing staff

Working knowledge of the FQHC program requirements and applicable New Hampshire DHHS requirements

Ability to lead diverse teams, effectively manage change, and perform well under high stress situations

Demonstrated expertise with an Electronic Health Record (EHR), preferably AthenaHealth (aka Centricity)

Microsoft software applications, project management and conflict resolution skills

Competencies

Multilingual (preferred)
