The Job:

The Director, Behavioral Health Services, is responsible for the strategic oversight and overall operations of the services and programs under the Behavioral Health Division, which include mental health services (clinic and school-based), substance use services (residential, HIOP/IOP, drug court) and the clinical training program. The Director will develop short and long-term plans, design and oversee patient care delivery systems, and is responsible for establishing an extraordinary client experience, enhancing employee engagement and satisfaction, and overall financial performance of the Service Line. This position requires direct hands-on involvement and leadership of clinical operations, strategic planning, grant administration, and project management.

This position requires significant visibility and positive, close collaboration between and among other agency departments and external partners, and will provide clinical expertise and guidance to other program areas and ensure streamlined coordination of care. Additionally, the Director will work closely with the Chief Operating Officer (COO) and other Senior Leaders in identifying and implementing opportunities for growth and community partnerships.

Duties & Responsibilities:

Ensures compliance with the Substance Abuse and Mental Health Services Administration (SAMHSA), Centers for Medicare & Medicaid Services (CMS), the Health Resources & Services Administration (HRSA), and other regulatory agencies requirements through the development and monitoring of Harbor Care policies and procedures.

Designs a patient care delivery system, including innovative and evidence-based practices and a productivity model to ensure the sustainability of the services and programs.

Creates program budgets and participates in the larger Harbor Care budgeting process, including identifying resource management opportunities, effective and efficient staffing models and funding options available.

Serves as a role model to staff and establishes a patient centric, team-based, model of care that is efficient and outcome driven.

Works with leadership in setting productivity, performance and outcome measures for programs and staff, aligning these goals with organizational strategic goals.

Works in partnership with other Service Line and Program leaders to identify opportunities to integrate services leading to improved clinical outcomes, increased patient access, and maximizing revenue generating opportunities.

Develops strategies for sustainability, growth, and service excellence, including marketing and outreach activities.

Collaborates with Quality and Compliance in developing quality assurance/quality improvement plans.

Develops and implements policies, procedures, processes, workflows, reports, and other operational documents.

Participates as the Service Line lead in grant development and submissions. Overseeing the implementation of awards, monitoring of KPI and required reporting.

Develops and manages the Service Line budgets, and an annual work plan; and identifies variances and implements corrective action as needed.

Works closely with the COO and Director of Human Resources on recruitment and retention strategies, including hiring, training, and staff development.

Represents the organization at community events and attends relevant conferences.

Maintains professional affiliations and enhances professional development to keep current in the latest health care trends.

Job Requirements:

Master’s Degree in social work, mental health counseling, psychiatric nursing or related field.

License in good standing; mental health or substance misuse field (LICSW or LMHC); dual licensure preferred.

Minimum five years of clinical management experience including managing staff.

Working knowledge of New Hampshire DHHS applicable requirements in both outpatient and residential settings, as well as SAMHSA and FQHC requirements.

In-depth knowledge of standard clinical workflows, including scheduling, billing, and collections; ICD-10, DSM-5 and CPT coding, insurance plans, medical terminology, ASAM and electronic health record and practice management systems.

Excellent interpersonal skills including effective written and verbal communications.

Ability to lead diverse teams, effectively manage change, and perform well under high stress situations.

Microsoft software applications, project management and conflict resolution skills.

Competencies:

With supervision responsibilities for several senior-level positions, the Senior Director must be available for emergency consultation as needed by the 24/7 nature of these programs.

Ability to establish and maintain effective working relationships with senior leadership, managers, and key staff.

Ability to read, analyze, interpret, and comprehend complex data, instructions, professional journals, technical procedures, and government regulations.

Ability to define problems, collect and interpret complex data, establish facts, and draw valid conclusions.

Convey a professional and positive image and attitude.

Multilingual (preferred).
