Washington Metropolitan Area Transit Authority (Metro) is seeking motivated, diligent Senior Safety Risk Coordinators to lead the implementation of safety risk management processes within Operations Rail Transportation, Bus Transportation, Rail Fleet, Bus Fleet, Metro Integrated Command and Communications Center, Metro Transit Police Department, Supply Chain Management, and Metro Access departments. Sr. Safety Risk Coordinators support agency-wide Safety Management System implementation by actively engaging in safety policy, safety risk management, safety assurance, and safety promotions activities. MINIMUM QUALIFICATIONS

EducationBachelor's degree in Occupational Safety, System Safety Engineering, Safety Management, Quality Management, or a related field.Or in lieu of a Bachelor's Degree, a High School Diploma or GED and four (4) years of relevant safety experience, in addition to the experience stated below, will be considered.

ExperienceMinimum of 8 (eight) years of experience in safety management, including experience conducting inspections, safety data review/management, and coordination with staff to support compliance with established safety policies and procedures.Experience with applying safety risk management methodologies.Progressive experience with managing multiple concurrent projects.

Certification/LicensurePossession of a valid Driver's License.

PreferredMaster's degree in Occupational Safety, System Safety Engineering, Safety Management, Quality Management, or a related field.Four (4) years of experience with the department's primary functions.USDOT Transportation Institute Transit (TSI) Safety and Security Program (TSSP) certification.World Safety Organization Certified Safety Specialist or certification as a Certified Safety Professional (CSP).

Mission Essential DesignationIn accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

SUMMARYAs prescribed by the Agency Safety Plan, the Senior Department Safety Risk Coordinator leads the implementation of the Department's safety risk management processes, and supports implementation of safety policy, safety assurance activities, and safety promotion within the department. The Senior Department Safety Risk Coordinator directly leads the team of Department Safety Risk Coordinators in their department. This position may exist in various departments throughout the Authority. The incumbent leads facility and departmental safety committees and executes tasks and deliverables in support of the departments' safety risk management business processes. The Senior Department Safety Risk Coordinator plays a critical role in implementing Metro's Safety Management System (SMS). The incumbent also works directly with Safety Risk Management Program Specialists, to ensure the efficient movement of safety risk information throughout the organization. The Senior Safety Risk Coordinator may lead or direct the proactive identification, assessment and mitigation of safety risks, and may lead or direct the implementation of safety programs and may conduct or direct safety inspections and internal assessments. The incumbent reviews accidents/incidents and other safety data daily, partners with department leadership and safety committees and makes recommendations to address/resolve unsafe behaviors and workplace conditions and reduce risk to its lowest practicable level.

ESSENTIAL FUNCTIONSSupervises a team of Department Safety Risk Coordinators and provides day-to-day guidance and direction to address and mitigate hazards and risk within the department.Leads the implementation and sustainment of Safety Risk Management, as described in the Agency Safety Plan (ASP), resulting in the proactive identification, assessment, and mitigation of safety risks.Leads and supports the identification, documentation, and assessment of safety risks. Is accountable for the appropriate escalation of safety risks for mitigation.Performs direct oversight and monitoring, as described in the Agency Safety Plan (ASP), to verify risk mitigations are being followed (compliance) and working as intended (effectiveness).Ensures that all safety-related corrective action plans and mitigations are being managed and addressed in coordination with senior leadership, driving them to completion. Serving as a project manager for assigned departmental safety related projects.Assists the Accountable Executive or Chief Safety Officer (SMS Executive) in developing, implementing, and operating the agency's SMS, as directed.Consults with and advises the accountable leadership on the development of annual safety goals and objectives for their department/office in accordance with Corrective Action Plan (CAP) requirements.

OTHER FUNCTIONSLeads their Department Safety Committee and ensures that hazards and risks brought forth are tracked and mitigated.Monitors and ensures safety incident investigations are thorough and completed per policy.Monitors the safety risk submissions for leading indicators of potential hazards, if applicable.Assists in maintaining documentation associated with the Agency's SMS and report on SMS-related activities at all respective STAT meetings (for COO offices).Works with the Department of Safety to coordinate the mitigation of risks across departments. Acts as the primary liaison for addressing safety findings, and the development of preventive and corrective actions.Develops and sustains safety-related communication plans for staff, leadership and the executive team to be delivered on a regular schedule. Coordinates how safety related news will be communicated to staff. Briefs, as necessary, senior staff and helps to answer any questions staff might have.Provides an oversight function to ensure that the department is actively working to correct deficiencies identified by safety assessments, ensuring risks are being mitigated and managed to protect employee and customer safety.Regularly directs and performs targeted internal assessments to verify the effectiveness of mitigations and identify areas for continuous improvement in the department.
