Manager for the Port of Portland!We’re looking for a person to play a pivotal role in building the Portland International Airport’s SMS Program and further fostering a culture of safety excellence within our organization. The Safety Management System (SMS) Manager will oversee the development, implementation, and management of the PDX’s SMS ensuring compliance with federal aviation regulations and promoting aviation safety culture at PDX.About us:

The Safety Management System Manager will evaluate, plan, develop and coordinate SMS implementation to include development of PDX’s SMS Policy and SMS Manual. The Safety Management System manager will oversee and conduct SMS training for Port employees, tenants, and contractors. The person in this position serves as the primary liaison to the SMS Leadership team and provides ongoing reporting on Safety Management System results and concerns to the Airside Operation Manager and the Safety Management System Leadership team. Management and Oversight of the PDX SMS includes multiple elements of safety risk management, safety assurance and safety promotion.Define and establish PDX Safety Management System objectives, metrics, goals, and performance indicators to address operational safety needs on the PDX Airfield.Develop and maintain the SMS Operational Safety Policy.Establish, manage, and promote an operational hazard reporting system. Review and evaluate hazard reports and accident/incident investigation reports for adequacy and conduct supplemental investigations as needed. Conduct accident and incident investigations, collect information, provide documentation, and serve as subject matter expert.Maintain a reporting system for accidents, incidents, and near-misses to include root cause analysis, controls, mitigations, and monitoring. Oversee and participate in and/or conduct operational safety hazard assessments (including SRM Panels) and analyze and document findings to mitigate identified hazards.Review, inspect, and evaluate airport facilities, operations, policies, procedures, and operations throughout the airports system to ensure continued compliance with FAA directives and regulations relating to airport certification and safety.Analyze technical data for trends related to hazards, events, and occurrences. Oversee and participate in safety audits and assessments. Identify assessment and audit findings and deficiencies and make recommendations for corrections (corrective action reports) and monitor corrective actions.Prepare annual Safety Management System training plan and evaluation schedules. Conduct or facilitate training and promotional campaigns to communicate new and expanded safety guidelines and related policy requirements.Establish clear standards of airfield operational safety conduct for all employees, tenants, and contractors.Hire and/or manage additional SMS support staff to include defining roles and responsibilities.Work cooperatively with the Port of Portland’s Occupational Safety & Health team, serve as an information conduit to bring operational safety issues to management, and to deliver operational safety information to PDX staff, tenants, contractors, and other stakeholders. Support project teams and integrate SMS into project planning and phasing.Education and experience:

Bachelor's in Aviation, Safety Management, Business Administration, Public Administration, or related field.Minimum six (6) years of experience in Airline, Airport, or military operations and/or aviation safety, applying directive or regulatory requirements within a dynamic operational environment required.Direct experience with FAR Part 77 and 139 or consulting preferred. Or the equivalent combination of education and experience.Maintain a valid driver's license.Ability to pass and maintain a Criminal History Records check and Security Threat Assessment required for a PDX Security Badge.Skills and Knowledge:

Airfield operations, airfield construction, and airfield safety.Generally applied techniques and strategies to design, develop, and implement comprehensive solutions that effectively address immediate and long-term safety and business needs arising out of current and proposed operations, regulatory requirements, and employee activities.Communicate clearly and effectively both orally and in writing.Work effectively independently as well as in collaboration with peers, contractors, vendors, government agencies, and tenants.Effectively solve problems, while applying complex regulations and procedures under high-pressure circumstances.Work in all operating areas to develop a comprehensive working knowledge of PDX Operations.Work directly with management to determine needs and to develop practical solutions to safety issues.Analyze data, identify trends, and create reports for internal and external communications and planning.Drive continuous safety improvement through best management practices and using leading and trailing indicators for quality assurance.SELECTION PROCESS (tentative schedule):

A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of September 29, 2024.A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials including any responses to the supplemental questionnaire.Our goal is to schedule virtual first round of interviews with candidates who successfully passed the SME evaluation as soon as possible.
