Summary

The Pharmacy Manager (PM) functions as the Pharmacist-In-Charge (PIC) overseeing the pharmacy operations including the health center medication management, policies and programs to ensure that patients receive quality, timely, pharmacy services in accordance with Gracelight Community Health (Gracelight) mission and values.

The PM ensures compliance with all applicable laws, regulations and policies, including those pertaining to 340B Drug Discount Program and California Board of Pharmacy licensure. The PM, in addition to performing all the duties of a staff pharmacist, is responsible for the administration and management of the Pharmacy Department at their assigned location. This includes coordinating with other departments of Gracelight to provide patients with a Patient Centered Medical Home (PCMH). The PM directs and supervises pharmacy staff, including hiring, counseling and terminating; works with Finance department to prepare and monitor the Pharmacy Department budget; manages the pharmacy inventory within the approved formulary; educates/trains the pharmacy/provider staff regarding issues relevant to pharmacy services and operations; and leads the pharmacy operations through instilling confidence, knowledge, and professionalism, while helping others achieve their best.

Essential Job Duties And Responsibilities

Supports and implements the organization’s vision, mission and values.Determines priorities and method of completing daily workload to ensure that all responsibilities are carried out in a timely manner.Performs all job functions in a professional and courteous manner including all methods of internal and external communications.Supervises personnel to include screening, interviewing, hiring, disciplining and terminating. Guides, directs, disciplines, coaches and motivates staff regarding work performance, problem solving, and decision making to ensure staff meet work standards. Conducts all aspects of supervision in a professional, consistent, and objective manner.Performs job duties independently and with good judgment.Fosters and promotes a culture of service excellence and accountability.Responsible for all aspects of their assigned pharmacy’s operations, including workflow processes, personnel management and training, pharmacy purchasing and security.Supervises, trains, counsels and disciplines pharmacy personnel.Develops priorities, assigns work and establishes schedules to ensure efficient operations and staffing at the assigned pharmacy.Manages and oversees medication and supply ordering, inventory management, dispensing, storage, and record keeping systems, in compliance with California Pharmacy laws and regulations for the assigned pharmacy and health center(s).Ensures accurate billing of medications dispensed to insured patients, according to Pharmacy Benefit Manager (PBM) contracts and 340B Drug Discount program.Performs regulatory audits.Directs quality assurance activities related to the assigned pharmacy including tracking patient safety issues and recommending processes to improve systems and patient care.Completes probationary and annual performance reviews on or before the due date(s).Troubleshoots problems when they arise, exercising good judgment in discovering, recommending, and implementing solutions.Assists in developing the annual departmental budget in collaboration with Gracelight’s Finance Department and monitors it throughout the year.

Mpia Compliance

Ensures regulatory compliance with State and Federal agencies related to pharmacies including, but not limited to the following:CA Board of PharmacyDrug Enforcement Administration340B Drug Pricing ProgramMonitors for compliance with all Gracelight Community Health’s policies and procedures.

Communication

Effectively communicates with customers/patients while maintaining privacy of health and drug information.Communicates professionally and effectively with colleagues at all levels in the organization.Participates in Gracelight’s committees as relevant to pharmacy services.Consistently and timely communicates organizational issues affecting the Pharmacy Department.Establishes/maintains contacts and relationships with outside organizations and vendors, as necessary.

Job Knowledge And Skills

Demonstrates required knowledge, skills, and education for job functions and ability to work in other areas of the organization as needed.Maintains active licensure including required relevant continuing education.Performs work to level of and within defined scope of practice per licensure.Demonstrates knowledge of and compliance with the tenets of quality improvement.Demonstrates knowledge of federal and state laws/regulations regarding the provision of pharmaceutical services and 340B Drug Pricing Program.Adheres to company policies and procedures in the performance of work duties.Maintains HIPAA, CPR, and FWA training certification.Exhibits working knowledge of pharmacology, current drug forms, dosage strengths, generic and trade name equivalents.

Qualifications

Education/Experience

Bachelor of Science degree in pharmacy or Doctor of Pharmacy degree from an accredited college of pharmacy.Active CA Registered Pharmacist License.Minimum of 3 years of previous retail pharmacy/community clinic pharmacy experience.Knowledge of the 340B Drug Pricing Program.

Preferred

Experience with drafting policies and procedures.Working knowledge of Spanish language.Prior experience with Patient Centered Medical Home model of care delivery.Experience with RX30 Pharmacy software and automated dispensing systems.

Language Skills

Ability to read and interpret documents, such as policies and procedures, routine mail, simple contracts and instruction manuals. Ability to compose routine reports and correspondence.

Mathematical Skills

Ability to calculate elementary math, including fractions, percentages, decimals and the ability to apply concepts of basic algebra and geometry.

Reasoning Ability

Ability to exercise common sense in carrying out instructions furnished in written, oral, or diagram form and in other daily situations that arise. Ability to deal with problems involving several concrete variables in standardized situations. Ability to make decision and execute timely in order to produce a positive outcome.
