This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. There may or may not be actual vacancies filled from this flyer.Responsibilities:Serve as the TELECOMMUNICATIONS SPECIALIST at the NAVY AND MARINE CORPS SPECTRUM OFFICE (NMCSO) in CAMP H.M. SMITH MARINE CORP BASE, HAWAII.Manage the procurement, assignment, and protection of radio frequency incidents to satisfy telecommunications requirements.Conduct analysis/studies of radio frequency assignments to ensure spectrum efficiency for authorized Navy use.Prepare engineering data for frequency, telecommunications, and other matters for participation in meetings or sub-committees.Assist in making decisions and revisions in negotiations concerning command policies to reach the best solution for the command.Perform duties requiring excellent writing capabilities, a well-developed vocabulary, and the ability to prepare and analyze technical material on short notice for presentation.Requirements:Conditions of Employment:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.Qualifications:Experience reviewing frequency assignment proposals for policy, regulations, and procedures, and recommending corrective action.Experience reviewing national laws, methods, policy, and procedures pertinent to the frequency assignment function.Experience applying journeyman knowledge of electromagnetic communications, including radio systems and concepts (digital/voice/data).Experience performing required research, much of which is classified in nature, requiring special precautions and discretion.Education:INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): EDUCATION. Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other related fields.Additional Information:

This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet pre-employment requirements. Veteran's preference does not apply when selecting individuals under this specific hiring authority.
