Purpose:

The Director of Behavioral Health is responsible for the administrative, management and day-to-day operations of the agency's behavioral healthcare programs at WWFHC centers, where health professionals (primary care providers and behavioral clinicians) work together to provide integrated care treatment for individuals. He/she develops, directs, and supervises the physical and integrated healthcare programs and is responsible for establishing and monitoring healthcare, quality improvement and efficiency targets and outcomes. This individual coordinates clinical training, develops policies, oversees assessment and treatment of clients, monitors outputs and service delivery, and supervises a team of case managers and therapists. Strong leadership is required from an individual capable of managing day-to-day clinic operations, engaging strategically with all providers, and building robust relationships with all participating medical and behavioral staff in the clinic. This is a full-time position, and the individual will be responsible for oversight and management of behavioral health staff and services in all clinic locations.

PART I: ESSENTIAL POSITION FUNCTION AND DUTIESI. Perform all work duties and activities in compliance with WWFHC policy and procedures, state law, federal regulations (including HIPAA and CFR 42 Part 2, PCMH and HRSA standards, accreditation body standards and other laws and guidance as applicable.

Work collaboratively with the credentialing department to ensure staff members are up to date on their licensure.

Participates in periodic management and clinical reviews directed by HRSA, Joint Commission, BPHC, PHS Region V, State of Michigan Department of Social Services, Michigan Department of Public Health, and any other applicable Federal, State or Local regulatory agency or funder.

Participates in quality assurance (QA) program with all respective policies and procedures related to behavioral health and Integrated Care Clinical Practices.

Audit client/patient charts for quality, including accurate coding and documentation in the EMR by staff members.

Ensure that contractual obligations regarding the specifications of the program, grants, productivity, and frequency of client contact are met.

Provide supervision and evaluation of staff, lead staff meetings, and document supervisory sessions with staff.

Provide supervision of staff Limited License Masters Social Workers and MSW students to fulfill full licensure and/or academic requirements.

Address personnel issues consistently, promptly, and appropriately.

I 0. Conduct case consultations with staff for continued assessment of the level of care and appropriate transfers.

Do yearly evaluations of staff performance in concert with WWFHC employee evaluation process, review evaluations with each team member.

Continuously assess staff performance and do disciplinary counseling and action as needed following WWFHC policy.

Contribute to grant proposals, applications, and reporting.

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Prepares reports and recommendations for WWFHC's Board of Directors pertinent to behavioral health services as needed.

Ensures staff receive appropriate administrative training in using and managing EMR.

Evaluates and arranges training for providers as necessary to produce accurate billing and/coding for services rendered.

Acts as a member of the WWFHC Management Team and thereby participates in the financial and strategic planning of services and in the management of internal systems of care delivery.

Determines staffing levels needed to meet patient volume and site utilization.

Develops procedures to assess quality of patient service, patient satisfaction, and patient access.

Works closely with psychiatrist(s) and CMO to integrate psychotropic medication management into practice and oversee use of tele-psychiatric services and contractual relationships for such services.

Serves as liaison with psychiatric providers, working with CMO as indicated.

Meets regularly with executive team members to discuss staff issues, needs and recommendations for behavioral health and integrated care services.

Recommends clinical objectives and service activities and takes responsibility, along with other members of the Management Team, for coordinating their development.

Establish, evaluate, and maintain standards of care and treatment procedures for behavioral health and substance use disorder patients. This includes development of policy, and procedures as indicated as well as reviewing and updating current policy and procedure.

Monitor referrals, referral base and best practice processes for the agency.

Coordinate and lead mental health and primary care integration within the health centers, collaborating with other managers of complementary service areas (e.g. quality, risk management, billing, finance, special projects, dental, credentialing, human resources).

Develops and delivers clinical training for new staff regarding behavioral health services.

Participate in an on-call rotation, if necessary.

Confers regularly with the Chief Operating Officer (COO) regarding all aspects of WWFHC's health care activities.

May maintain a small caseload of clients.

PART III: EDUCATION and EXPERIENCE

State of Michigan License (LMSW) required.

At least 10 years' experience in a mental health discipline, five (5) years of relevant experience in the management of behavioral health care.

Experience with assessment, screening, and treatment planning for common mental health and/or substance use disorders.

Prior SUD experience.

Must pass a background check.

At least three years of administrative/clinical experience with managed care systems.

Demonstrated ability to work with professionals of different educational backgrounds and specialty.

Must have five plus years of progressive experience in managing clinical services in either a hospital or ambulatory care setting or an equivalent combination of education and related experience. Preference given to experience in public and/or community health and patient population being served.

Experience managing/administering telemedicine/telepsychiatry programming is an asset.

Prior management and FQHC experience preferred.

PART IV: KNOWLEDGE, SKILLS AND ABILITIES

Community or public health oriented.

Excellent verbal, written and communication skills required.

Ability to operate standard office equipment and be proficient in Microsoft Office applications.

Working knowledge of evidence-based psychosocial treatments and brief behavioral interventions for common mental health disorders when appropriate (e.g., motivational interviewing, problem-solving treatment, behavioral activation).

Experience with evidence-based psychotherapy techniques.

Ability to effectively engage patients in a therapeutic relationship, when appropriate.

History of good attendance and positive work attitude.

Broad clinical experience working with children and adults.

Expertise in community mental health, consultation, and delivery of human services.

Must have the ability and experience to institute new, innovative health care programs conversant with the needs of the patient population being served.

Knowledge of and ability to use software used in Health Care settings.

Experience using and supervising the use of Electronic Medical Records by providers.

Ability to design and manage Quality Assurance programming.

Must have adequate transportation to visit the sites of the WWFHC.
