The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.Posting Summary

Rutgers, The State University of New Jersey, is seeking a Budget Analyst for the Division of Institutional Planning & Operations (IP&O). The Budget Analyst is responsible for financial planning and budget analysis for IP&O Cost Centers and Responsibility Centers.Among the key duties of this position are the following:Will provide timely reporting to IP&O leadership in addition to external IP&O units such as central budget office and/or chancellor lead units business staff related to budget modeling, analysis and forecast projections.Prepares independent analysis of financial data and prepares financial documents and reports for internal purposes.Monitors, verifies, and reports the consolidation of month-end close, quarterly projection, and year-end projections and financial statements.With limited direction, gathers budgetary data for modeling, projecting, forecasting, and planning; analyzes P&L accounts; reviews and consolidates all salary improvement program implementations; and other special projects.It is essential that the budget analyst builds a strong understanding of the business level of details that enables them to identify trends, opportunities, and critical issues impacting the budget.The budget analyst identifies business intelligence, financial reporting, and financial budget analysis needs.The individual is accountable for facilitating information gathering, structured documentation, and presentation of funding to senior leaders within IP&O and external.Must have organizational, communication, and leadership skills that are second to none and enjoy developing innovative solutions.This position will work closely with executives to strategize and develop long-term plans that usher in new levels of productivity and success for IP&O.Minimum Qualifications

Bachelor’s degree preferably in accounting, finance, business administration, or related field; or an equivalent combination of education and/or experience that demonstrates knowledge and understanding of generally accepted accounting principles and practices (GAAP).A minimum of five years experience in financial analysis, budgeting, or other relevant area.Required Knowledge, Skills, and Abilities

Must have collaborative work style, excellent communication skills, and interpersonal skills. Proficiency in Microsoft Office Suite (Word, Access, Excel, PowerPoint, and Outlook), with advanced knowledge of Excel and PowerPoint.Must possess excellent financial analytical skills, solid understanding of database structure, and have the ability to manipulate complex data from multiple sources.Strong work ethic, ability to juggle multiple priorities simultaneously, detail-oriented, and highly organized.Knowledge and experience with journal entries, financial statement preparation, and general accounting concepts are also required.Preferred Qualifications

Experience with budget modeling, financial analysis, and forecasting.Position Information
