Position summary:

The Housing Officer has primary responsibility for oversight of all YWCA housing programs operation, development of housing programs, building relationships and community presence, and making adjustments as related to local, state, and national housing standards

in accordance with the mission of the YWCA .

Primary Responsibilities:

Housing Program Duties

Management of day-to-day operations of all housing programs, including managing building issues for all four sites.

Supervise Housing Program Staff.

Oversee, establish, and coordinate contracts with all housing and services provider partners.

Handle Housing Program crisis and problems. Review and handle client complaints.

Act as community resource person to interpret YWCA housing programs, services and mission in coordination with community housing goals.

Represent the YWCA housing programs effectively at all local, regional levels of public and private housing organization.

Monitor, establish, review, and guide rules/guidelines/metrics/outcomes for all YWCA housing programs.

Monitor housing programs for program and grant compliance as well as YWCA policies.

Oversee the success, design, and development of housing programs.

Train housing staff on new policies and procedures as they are developed.

Provide ongoing review of housing program operations including monthly report to CEO to confirm programs are meeting program objectives; and that programs are consistent with agency mission.

Assure that staff training plans include interpretation of the YWCA mission.

Community Participation and Leadership

Serve on appropriate local and state committees, and appropriate community groups.

Give leadership to community efforts consistent with agency mission and goals.

Serve as an advocate for the special needs of women and children and people of color, maintaining a high level of cultural competence.

Participate in collaborative efforts and groups.

Public speaker, attend organization and related high-profile events.

Coordinate volunteer activities and other cross-department activities.

Financial Management

With CFO and CEO, develop annual program/service budgets, review financial reports and recommend adjustments/strategies necessary to meet set financial goals.

Plan, supervise, and meet all housing grant deadlines and develop all housing resources as needed for YWCA Housing Programs.

Report any building and capital needs to CEO, coordinating with Program staff and residents as needed.

Maintain records of donations of goods or hours for all housing programs and coordinate report with CFO.

Agency Operations

Provide ample direction and motivation for staff, which includes smooth, effective execution of plans, ensures YWCA mission and organizational values, enables achievement of set goals and objectives, and determines recommendations for staff training/development.

Prepare annual job performance reviews and performance plans with all housing staff.

Ensure that all housing staff personnel files contain all necessary documents in accordance with YWCA policies and procedures.

Perform orientation for all new housing staff (Mission, buildings etc.).

Assign staff responsibility to support and implement volunteer participation.

Engage YWCA Board of Trustees regarding housing developments, providing ongoing reports to Program Committee and CEO.

The candidate must have the following qualifications:

University degree in public administration or related field. Master’s Degree preferred.

Relevant experience is acceptable in lieu of advanced degree.

Minimum of 5 years of progressive supervisory experience.

High level of understanding and applied Cultural Competency.

Experience working with low-income housing funding & programs, particularly HUD.

Experience with and ability to obtain certification for Low Income Tax Credit Certificate.

Ability to maintain 10 hours training per year in low income housing tax credits.

Ability to travel to various regional, state, and/or national trainings.

Successful track record in coordinating and utilizing community resources.

Maintain professional positive relationship with partner agencies, vendors, contractors, and agency clients.

Possess leadership qualities including honesty, fairness, integrity, independence, and assertiveness.
