Job Summary

This is a Direct Hire Authority (DHA) announcement utilizing the DHA for Defense STRL Positions authorized by section 1108, NDAA for FY 2009 and section 1107, NDAA for FY 2014, to recruit and appoint qualified candidates to positions in the competitive service.

Job Description

This position is located in the Systems Engineering and Integration (SEI) Branch. Serves as Team Leader (TL) in assigning work to employees.

Provides software engineering expertise by defining system/software requirements; developing software architectures; overseeing software testing and system-based development; performing configuration management; and reducing life cycle support costs.

Provide and present technical assistance to internal teams developing new solutions, concepts, and methods to help facilitate the planning and execution of the mission.

Serve as technical expert and representative in the area of tactical network systems and tactical network architecture on matters related to new IT/software concepts and other plans of significant impact and importance.

Formulate, plan, implement, manage, track, and evaluate large scale and extremely complex IT architecture projects and their associated requirements and risks.

Lead and coordinate the efforts of other IT Specialists and contractors in solving complex and far-reaching architecture issues and problems for a wide range of systems, applications, and customers.

Providing installation, configuration, integration, upgrade and testing support for new projects, and maintenance initiatives for Tactical Network systems and operating system environments.

Conduct or lead architecture efforts for broad and complex Army tactical systems that support a wide range of functions, organizations, and processes.

Qualifications

Who May Apply: US Citizens. In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

To qualify at the DB-03/GS-12 grade level, in addition to meeting the basic education requirement listed below, you must have one year of specialized experience at the next lower grade level. Specialized Experience is defined as experience equivalent to the DB-02 pay band (GS-11 grade level or higher equivalency) in the Federal Service which includes experience in:

Support program analysis, strategic development of projects, or software engineering technologies/tools for a technical program;

Provide technical input to others on the development/design, integration, or implementation of software applications/information technology systems;

Support program management, budget, scheduling, staffing, technical performance, or proposals for a program.

Transcripts are required to meet the Basic Education for the applicable series. 800 Series Basic Education Requirement for a Lead Computer Engineer (0854):

A Bachelor's degree in engineering from a program accredited by the Accreditation Board for Engineering and Technology (ABET); OR

A combination of education and experience that demonstrates a thorough knowledge of the physical and mathematical sciences underlying engineering.

1550 Basic Requirement for Lead Computer Scientist: Degree: Bachelor's degree in computer science or a related field with specific coursework in mathematics and statistics.
