General Summary:

The Vice President of Surgical Services (VPSS) serves under the direction of the SVP / CNE in collaboration with the system executive team and leads planning, administering, and directing activities of surgical services across system entities.

The Vice President for Surgical Services has overall responsibility for the effective administrative and clinical performance of Bayhealth’s perioperative services including the Main Operating Rooms, Pre-admission Optimization Center, Pre- and Post-operative services, Sterile Processing, the Ambulatory Surgery Center, and the Endoscopy Suites. The VPSS has primary liaison responsibility with the Medical Director for surgical services and the Medical Director for anesthesia service to assure the provision of safe, quality, and cost-effective care to our patients while working in a responsive partnership with surgeons, anesthesia providers, management, and staff to promote sustained targeted results.

The VPSS is responsible for the growth and operational initiatives of perioperative services. This position focuses on development, implementation, and administration of patient care services within the departments. The VPSS leads stakeholders in strategic planning, financial forecasting, recruitment and retention initiatives, and other aspects of patient care delivery at the direction of the SVP / CNE. The VPSS directs the creation and execution of the operational, labor, and capital budgets to ensure services meet established benchmarks and quality standards. The incumbent also develops solutions and action plans to address any efficiency, quality and cost opportunities that are consistent with the Bayhealth mission.

Responsibilities:

Formulates and implements the Perioperative Services Strategic Plan in collaboration with the Medical Director for surgical services, Medical Director for anesthesia services, surgical practice leadership across Bayhealth including community surgeons/groups.

Manages direct reports and department employees through subordinates. Establishes performance goals and allocates resources as indicated in accordance with strategic goals.

Directs and executes performance improvement program in association with the appropriate medical directors, surgical team members, and support departments leadership to support the institution’s overall strategic and tactical plans.

Leads and ensures alignment with quality and other related hospital policies regarding new regulatory, compliance, legislative, administrative, or other policy changes.

Informs and advises the Senior Vice President for Patient Care Services of all current trends, problems, activities within area of responsibility.

Coordinates with the Surgical Services Executive Committee, other hospital committees, and medical staff committees, the development of improvements in the quality and cost effectiveness of surgical care provided.

Leads and collaborates with peers and subordinates to improve the overall experience of care for patients and families receiving perioperative services. Assures the personnel, workplace, and technology resources necessary for the provision of safe, high-quality patient and family care. Assures an environment that nurtures and supports patient and employee safety.

Provides strategic direction and leadership to Surgical Services in collaboration with the SVP / CNE.

Organizes and delivers appropriate supporting activities to assure a flow of comprehensive, credible clinical, operational, and financial information pertinent to perioperative services performance. Identifies trends and creates action plans for undesired performance.

Maintains regular continuing surveillance of the professional performance of clinicians and their clinical privileges.

Coordinates and oversees compliance with appropriate vendor and services contracts.

Represents the hospital appropriately with other health agencies, organizations, groups as required by the role. As a member of the senior leadership team, represents surgical services at all levels of the organization.

Maintains professional growth and development through appropriate means to maintain abreast of latest trends in perioperative services.

Participates as a member of the senior leadership team in executing the organizational strategic plan consistent with the Bayhealth mission, vision, and values. As a leader in the organization, role models leadership competencies (AONL, ACHE, etc.) and behaviors. Performance aligns with the mission and vision of Bayhealth.

Incorporates evidence-based practices to the provision of care.

Provides leadership for operating, capital, and labor budgets for areas of responsibility. Assures financial accountability for annual operating and capital expenditures and budgets. Makes recommendations regarding priority capital acquisitions for the perioperative program in consultation with the Medical Director for Surgical Services and the Medical Director of Anesthesia. Utilizes financial data to effectively manage the department operating, capital and FTE resource management. Utilizes financial data to evaluate existing programs, develop alternative plans or formulate plans to develop new programs and services.

Establishes performance measures, assesses, and evaluates operations, and works with department management to assure efficient and effective delivery of services.

Leads and supports regulatory compliance. Ensures compliance with all mandatory training requirements and provides input to future learning and development activities.

Collaborate with Human Resources and other leaders to utilize industry-leading practices to maintain low rates of vacancy, turnover and controllable resignations. Assesses and ensures appropriate and adequate staff for assigned areas of responsibility. Provides leadership for division level retention and recruitment. Develops and implements innovative outcomes-driven recruitment and retention programs.

Responsible for the conscientious peer review and performance management of leaders and staff.

Serves as a resource and role model to department leaders. Demonstrates accountability for personal and professional performance. Promotes and implements professional development of team members at all levels. Fosters a culture that supports, values and rewards individual and group achievement. Promotes recognition programs.

Assures compliance in accordance with the Nurse Practice Act of the State of DE, the ANA Scope, and Standards, Federal and State Regulations and Accrediting entities including, but not limited to CMS, DOH, Joint Commission, Wage and Hour.

Assures fair and consistent application and development of policies and procedures.

Participates in recognizing and managing risk, collaborating with leadership and staff to decrease risk issues and improve safety. Utilizes root cause analysis to investigate risk issues.

Required Education, Credential(s) and Experience:

Education:

Master Degree in Health Administration OR Master's Degree in Business Administration, Nursing, or another health-related field.

Experience:

Five (5) years of progressive healthcare leadership experience.

Preferred Education, Credential(s) and Experience:

Experience:

Five (5) years’ experience in driving financial and performance-based outcomes in surgical services. Demonstrated experience in leading growth and efficiency hospital operations. Prior VP operations experience in hospital / health system.

Credential(s):

Nurse Executive - Board Certified, Fellow of the American College of Healthcare Executives.
