$40-$45/hrBackground:

The Maryland Department of Health (MDH) Office of Enterprise Technology needs resources to assist in driving multiple Major IT Development Projects over the next few years. These individuals will support the implementation efforts needed to complete current state assessments and workflow documentation to ensure that business operations are clearly understood. They will play a critical role in supporting the MDH business teams, facility project teams, and other external stakeholders by leveraging their subject matter expertise to drive best practices and ensure requirements are implemented to fulfill the business need. MDH is embarking on various modernization projects including the implementation of case management systems across multiple business areas such as the Maryland AIDS Drug Assistance Program (MADAP), Electronic Health Records (EHR) system, Bed Registry, and Electronic Licensing systems (ELRMS). Resources will typically be assigned to a core project team but may work on multiple projects based on workload, allocation, and specialization.Duties/ Responsibilities:Elicits, analyzes, specifies, and validates the business needs of stakeholdersCollaborates with project business owners and technology resources to develop and document project requirementsWorks with stakeholders and project team members to prioritize collected requirementsResearches, reviews, and analyzes the effectiveness and efficiency of existing requirements-gathering processes and develops strategies for enhancementAssists in conducting research on product/solution functionality to meet agreed-upon requirementsParticipates in the QA of developed/configured solutions to ensure features and functions meet key stakeholder requirementsAnalyzes and verifies requirements for completeness, consistency, comprehensibility, feasibility, and conformity to organizational standardsDevelops and utilizes standard templates to accurately write requirements specifications and user storiesTranslates conceptual customer requirements into functional requirements in a clear mannerCreates process models, specifications, diagrams, and charts to provide direction to developers and/or the project teamConducts requirements validation and review to ensure that requirement specifications are correctly interpretedCommunicates changes, enhancements, and modifications of business requirements to project managers, sponsors, and other stakeholdersParticipates in team meetings to gather and improve/refine requirementsWrites User Stories in collaboration with the Senior BAs/UI/UX designers to align with user acceptance criteriaWorks with Technical teams on the refinement of the User StoriesAssists QA testers to understand the user stories and build test casesShares techniques, best practices, and toolsEducation:A bachelor’s degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline is required.General Experience:Three to five years of related work experience as a Business AnalystProven experience with business and technical requirements analysis, elicitation, modeling, verification, and validationDemonstrated business analyst skills and business analysis software skills, including planning, organizing, and managing project deliverablesAbility to develop and maintain relationships with business stakeholdersWorking knowledge of Windows Office systems, including MS ProjectExperience writing and supporting user story developmentAble to exercise independent judgment and act on itExcellent listening, interpersonal, written, and oral communication skillsLogical and efficient, with keen attention to detailHighly self-motivated and directedStrong customer service orientationExperience working in a team-oriented, collaborative environmentSpecialized Experience:Health Industry experienceCompetency in requirements gathering, process modeling, and data analysisExperience with business analysis tools and software (e.g., Visio, JIRA, Confluence)Proficiency with project management methodologies (e.g., Agile, Scrum)
