WSP is initiating a search for a

Traffic Operations/ ITS Engineering & Safety Lead

to support our statewide Texas Traffic and Planning Teams. This position will be based in

Dallas, Texas.

Your Impact and Responsibilities

Serve as a project manager or task lead for multidisciplinary ITS traffic design and operations.

Provide technical oversight on ITS, traffic engineering, traffic design, and operations.

Develop and successfully manage relationships with internal and external clients.

Manage and provide performance guidance and leadership to assigned staff.

Mentor staff to support their growth and professional development.

Lead larger-scale more complex engineering projects ensuring contributors know what they are required to do and by when, preparing and overseeing relevant project budgets, monitoring external events, tracking hours and expenses, ensuring satisfactory performance, and supervising subcontractors, contract work, and employees.

Support the overall long-term strategy, growth, and pipeline development of Traffic Engineering for WSP in assigned area of responsibility, with a focus on opportunities in all disciplines (planning, design, strategic consulting, and program/construction management).

Responsible for the profitable performance of the individual projects and the successful completion of the projects within the specified area.

Assist with the preparation of an annual update to Traffic’s tactical action plans within the specified area.

Meet with various public or private entities or individuals to discuss issues relating to a variety of engineering/construction challenges and programs.

Develop and inform proposal and project scopes, timelines, pricing, and budgetary metrics – and accountable for planning, development, and management of projects in compliance with all applicable City/State/Federal codes and regulations, and following all acceptable engineering practices.

Lead technical aspects of contract negotiation, presentations, and meetings.

Interpret and summarize data, including reports and documents that result in sound engineering and regulatory conclusions.

Provide verbal and/or written inputs to multi-disciplinary project teams and contribute to providing high-level strategic advice to clients.

Remain current in the latest ITS, connected vehicle, and traffic engineering techniques and practices.

Collaborate with professionals from a variety of disciplines to provide “trusted advisor” service and future-ready solutions for clients.

Exercise responsible and ethical decision-making regarding company funds, resources, and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.

Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety, and drug/alcohol and harassment policies

Who You Are

Required Qualifications

Bachelor’s degree in engineering.

10+ years of relevant post-education experience.

An engineer license in Texas is a must.

Advanced knowledge and experience with DOT advisory circulars and procedures.

Intricate knowledge of electronics and troubleshooting for NEMA TS-2, TEES33x, and ATC controller cabinet hardware. Controller programming and knowledge of signal cabinets, not limited to (MMU’s, BIU’s, load switches, vehicle detection, ped detection, and controller wiring).

SME in traffic signal operations and controller programming.

SME with ITS system architecture, fiber optic design, network, and integration.

SME with railroad signing preemption and able to complete the TxDOT 2304 form and coordinate with railroad track designer for preemption and clearance requirements.

Experience working on traffic signal operations, traffic signal & ITS design, signal timing, railroad preemption, signing/pavement markings traffic signal warrant studies signal timing, and railroad signing preemption.

Advanced proficiency with making technical computations and calculations involving the application of engineering principles, understanding plans and specifications, and making factual comparisons to the appropriate regulations.

Works independently and provides guidance and leadership to mid-level to senior-level team or project members, with strict adherence to QA/QC.

Excellent leadership and interpersonal communication skills with the ability to effectively, persuasively, and tactfully interact with employees at all levels of the organization.

Tactical lateral thinking and strong analytical skills with attention to detail and prioritization of multiple concurrent responsibilities.

Ability to elicit cooperation from a wide variety of sources, including senior management, clients, regulators, and company-wide staff, including those with whom no formal hierarchical relationship exists.

Well-versed with TMUTCD, HCM, HSM, and AASHTO Design guidelines.

Advanced proficiency with AutoCAD, MicroStation, Open Roads Designer, HCS, Synchro, Vissim, or similar software, technology, math principles, predictive models, spreadsheets, and tools.

Strong ability to quickly adapt to change and demonstrate flexibility to a variety of schedules and hours to meet business needs.

Preferred Qualifications

PTOE Certification.
