Reviews architectural drawings and related information submitted with permit applications to determine code compliance; requests additional information from applicants if submittal is incomplete; assembles building permit approval packages, including standard conditions and stamped or written notations on drawings, and preparations for final approval; and does related work as required.Reviews construction drawings and related submittals;Locates, researches and compiles technical data;Determines permit fees in accordance with established schedule;Responds to public inquiries on code and submittal requirements;Corresponds with building industry, Government agencies; architects, engineers, and the general public, both verbally and in writing;Assists Inspectors with technical problems - may be required to be a backup inspector depending on workload or as assigned;Maintains appropriate records and files;Attends meetings regarding permits or the pre-application process;Determines safe load capacity of structural building components from code;Performs other related job duties as assigned.Education and Experience
Bachelor’s Degree from an accredited university in Structural Engineering, Architecture or Construction Technology; and three (3) years of recent experience in Building Construction, Engineering, Architecture or Code Enforcement. Some experience and training in fire protection is desirable.Special Qualifications:
Possession of a valid Maryland State Driver’s License.Possession of ICC Certification as a Residential Plans Examiner.Possession of ICC Certification as a Building Plans Reviewer or be able to obtain same within 12 months of employment.LEED Accredited Professional and Licensed Architect preferred.Knowledge, Skills and Abilities:
Knowledge of and skill in examining drawings and specifications for both residential and commercial construction including alteration and repair projects in order to ensure compliance with building code requirements;Knowledge of ICC regulations, ADA Law and Flood plain management;Knowledge of green building requirements;Skill in interpersonal and public relations;Skill using good judgment, tact and courtesy;Ability to read and interpret construction drawings without supervision;Ability to work in a fast paced atmosphere;Ability to operate small office equipment, including copy machines or multi-line telephone systems;Ability to operate computers for data entry, word processing and/or accounting purposes;Ability to operate highly technical computer applications, such as GIS or CAD.Physical/Mental Demands
The work is primarily sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Additionally, the following physical abilities are required:Balancing ability: sufficient to maintain body equilibrium to prevent falling while walking, standing or crouching.Crouching ability: sufficient to bend the body downward and forward by bending leg and spine.Feeling ability: sufficient to perceive attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.Dexterity ability: sufficient to pick, hold, or otherwise work, primarily with the whole hand.Handling ability: sufficient to pick, hold, or otherwise work, primarily with the whole hand.Hearing ability: sufficient to perceive the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication.Kneeling ability: sufficient to bend legs at knee to come to a rest on knee or knees.Lifting ability: sufficient to raise objects from a lower to a higher position or moving objects horizontally from position-to-position.Mental Acuity: sufficient to make rational decisions through sound logic and deductive processes.Reaching ability: sufficient to extend hand(s) and arm(s) in any direction.Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.Speaking ability: sufficient to express or exchange ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.Standing ability: Particularly for sustained periods of time.Stooping ability: sufficient to bend body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.Visual ability: sufficient to observe violations of codes, to effectively operate standard office equipment; to read and write reports, correspondence, instructions, drawings, etc.; and to operate motor vehicles and/or heavy equipment, by both day and night.Walking ability: sufficient to move about on foot to accomplish tasks, particularly for long distances or move from one work site to another.Working Conditions
