OVERALL OBJECTIVE:

The senior specialist will closely collaborate with the estimating, project management, field supervision, and planning and scheduling staff to develop and oversee project schedules. They will also manage complete estimating services for large, complex projects and all contract types. Drawing on extensive experience and judgment, the senior specialist plans and achieves goals. They are well-versed in standard estimating concepts, practices, and procedures within their area of responsibility. Additionally, they may supervise other disciplined project specialists.JOB COMPLEXITY/SCOPE:

The ideal candidate for this position should have an advanced understanding of planning, scheduling, and estimating in the construction industry. They should be proficient in interpreting and analyzing computerized schedule data and can review construction schedules for various methods. Additionally, the candidate should have expertise in claims prevention and analysis techniques and strong organizational, supervisory, decision-making, and problem-solving skills. Effective written and oral communication abilities are also essential. The candidate should be committed to maintaining customer satisfaction, adhering to workplace and trade safety laws, and promoting cooperation and commitment within a team. They must also handle challenging interpersonal situations and enforce laws and regulations fairly and objectively. Furthermore, the ideal candidate should be able to facilitate the growth and success of their colleagues and effectively manage staff to improve their job performance.SUPERVISION:

May supervise the work of subordinate schedulers or cost estimators.FLSA STATUS:

ExemptJOB DUTIES:Lead the development of detailed project schedules in collaboration with the project team.Gather progress updates and maintain project status.Conduct impact analysis for potential delays and changes.Collaborate with the project management and scheduling team to establish project goals and assess project status.Oversee schedules for multiple projects and/or large complex projects.Analyze schedules to identify duration and logic issues.Prepare and analyze construction claims and time-related disputes.COST CONTROL & ESTIMATING:Automate cost estimating software and mentor other project estimators, including developing project assemblies and models and developing database items for projects.Possess a comprehensive understanding of indirect costs and their application to the cost estimate.Conduct escalation calculations and apply these costs to the cost estimate.Perform a risk analysis to determine project or estimate contingency.Incorporate historical data from purchase orders, subcontracts, and productivity analysis reports into unit and man-hour figures.Review proposal specifications and drawings and participate in pre-bid meetings to ascertain the scope of work and estimate requirements.Generate quantity takeoff and utilize automated software tools.Analyze schedules to identify duration and logic issues.Prepare and analyze construction claims and time-related disputes.MANAGERIAL:Offer technical support to personnel preparing discipline estimates for assigned bids.Provide mentoring and guidance to less experienced department members.QUALIFICATIONS AND REQUIREMENTS:Four-year bachelor’s degree in engineering, construction management, or equivalent combinations of education, training, or related experience.Requires an extensive 10+ years of experience in construction planning, scheduling, construction estimating, and related functions, plus a thorough knowledge of corporate objectives impacting planning and scheduling and estimating strategies and techniques, and construction contracts.Previous experience in Aviation industry required.A senior specialist is expected to qualify for and pass the AACE Planning and Scheduling Professional (PSP), Certified Cost Estimating Professional (CEP), or Certified Cost Professional (CCP) examination.REQUIRED COMPETENCIES:Flexibility and Adaptability:

Produces written materials in business- and industry-specific technical language; adapts writing -- language, form, style, tone -- to different audiences; reviews the written materials of others and provides feedback and coaching.PHYSICAL AND MENTAL REQUIREMENTS:Job duties in an office setting require the following:Ordinary ambulatory skills sufficient to move throughout the office.The ability to exert up to 10 pounds of force occasionally and/or a negligible amount of force constantly to move objects.Good hand-eye coordination; the ability to reach with hands and arms; and arm, hand, and finger dexterity, including the ability to grasp.Close visual acuity to use a keyboard, operate office equipment, prepare and review data and figures, and view a computer monitor.The ability to talk and hear.The ability to work in an upper level of a high-rise office building (Cotter Chicago office and some client offices).The ability to handle temperature changes consistent with inside environmental conditions.Mental abilities including remembering, reasoning, concentrating to remain on task, reading, problem solving, managing concurrent tasks, and the ability to understand and follow directions.
