has an opportunity for a Program Manager with the US NAVY NCG-1.

This position is a member of the ASR team providing support for Expeditionary Warfare Improvement Program (EXWIP) and Program Objective Memorandum (POM). The position will perform data analysis and compilation, and engage with proposed technology solutions for Naval Construction Group ONE (NCG-1), Port Hueneme, CA, and Naval Construction Group TWO (NCG-2), Gulfport, MS. The incumbent will be a key participant in daily research for emerging construction and field technologies.

Conduct market research both online and in the field to discover technologies which would enhance Review Commercial off the Shelf (COTS) products which demonstrate potential to fill in military construction capability gaps.Provide support to EXWC and NCF field testing activities. Coordinate industry testing schedule with government plans. Support encompasses Continental United States (CONUS) and Out of Continental United States (OCONUS) locations.Support Technical Writer in development of CDD/DCR following JCIDS Manual requirements.Assist in preparing NCF input to NECC, System Command, and Resource Sponsor counterparts throughout the Planning, Programming, Budgeting, and Execution (PPBE) process.Identify and make recommendations on equipment systems to be captured and conduct ongoing interviews and/or focus groups with SME for each assigned document development.Review existing requirements documentation covering other NCG-1/NCG-2 materiel and non-materiel capability solutions to ensure the deliverable requirements documents contain the requisite information and incorporate applicable standards.Build a final Top Level Requirements document deliverable in accordance with the Naval Force Constructions Operations Training Guide.Throughout document development, provide NCG-1/NCG-2 and other germane stakeholders an opportunity to review the document structure and content to ensure it can be used specifically for introducing and inserting new technologies.Requirements:Bachelor Degree in Engineering from an accredited college/university.At least 5 years of experience with NECC is strongly desired, specifically NCF, force operating concepts, and NCF technology STOs. Experience developing threshold and objective metrics to support Key Performance Parameters (KPP), Key System Attributes (KSA) and Additional Performance Attributes (APA) is desired.Experience performing analysis and developing JCIDS documents for Departments of the Navy, Army or Air Force is preferred.Knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process is preferred.Stakeholder engagement experience both through facilitating large working sessions and in one-on-one interviews.High comfort level working with and around all military/organizational levels, clients, suppliers, and visitors.Proficiency in Microsoft Office, especially Excel, Word, Outlook, and PowerPoint.Occasional travel required.Strong verbal and written communications skills.Must be a US Citizen.An
