Position Description:

LCG is seeking a Digital Media Systems Engineer who will be responsible for managing contract administrative tasks, leading transition plans, providing operational and maintenance support for SharePoint, and handling Power Platform and existing application development. The role includes business analysis, project management, communications platform support, and ensuring compliance with governance requirements related to software development life cycles.

Duties and Responsibilities:

Provide operational and maintenance support to ensure OFR SharePoint sites operate with 99% uptime.

Analyze and recommend quarterly approaches for deprecating unused SharePoint sites.

Leverage SharePoint out-of-the-box features to meet customer requirements, including custom forms, lists, and document libraries.

Maintain and enhance existing applications developed with SharePoint and PowerApps, conducting testing and deploying in all environments.

Update technical documentation for modified features and provide training for stakeholders.

Ensure compliance with HHS, CDC, and OFR standards for Power Platform and application development.

Collaborate with COR, TM, and stakeholders to develop strategies for operational improvements and business process enhancements.

Facilitate planning activities, create roadmaps, WBS/FBS, and project schedules using Microsoft Project.

Manage and update roadmaps and provide bi-weekly, monthly, and quarterly status reports on accomplishments, process improvements, risks/issues, and metrics.

Support business analysis activities, gather requirements, and produce documentation (e.g., mock-ups, diagrams).

Coordinate with stakeholders to ensure alignment with business needs and manage risks and issues.

Prepare briefings and reports for the Change Control Board (CCB) process, ensuring compliance with CDC's EPLC.

Ensure adherence to CDC's Enterprise Project Life Cycle (EPLC) and Change Control Board (CCB) processes for all software development tasks.

Provide required documentation for project plans, design documents, test plans, and Section 508 compliance.

Track and report project progress, ensuring timely completion of all governance deliverables.

Provide timely support in updating, maintaining, creating, and tagging/coding OFR web-based content.

Support the creation and management of OFR digital properties to engage CDC's audiences, ensuring regular site access and usage for decision-making.

Ensure all developed content aligns with communication strategies, digital best practices, Section 508, and plain language standards.

Manage content for OFR's Employee Portal (SharePoint Online).

Provide day-to-day maintenance of OFR websites using CDC's standard Web Content Management System (WCMS) or other web editing tools, ensuring all content complies with federal, HHS, and CDC standards.

Support web design efforts to improve OFR's online presence and ensure cross-browser and device compatibility, adhering to responsive design principles.

Provide web design services that include information architecture, web user interface design, and user experience best practices.

Conduct website monitoring, ensuring quality assurance, accessibility, SEO, response, and policy compliance, and produce web analytics and reports.

Provide project management support for web redesigns and improvements, coordinating web activities across OFR to maintain a consistent content strategy and user experience.

Offer technical oversight and design guidance for e-mail messages and newsletters that require formatting using tools such as Adobe Campaign.

Provide graphic design support for digital and print media, including creating infographics, banners, and templates, utilizing tools like Photoshop, Illustrator, InDesign, Premiere Pro, and others.

Ensure all branding complies with CDC and HHS guidelines and maintain electronic document accessibility standards (Section 508 and WCAG).

Qualifications:Bachelor's degree in Information Technology, Systems Engineering, or a related field.

5+ years of experience in SharePoint administration, Power Platform development, web content management, and IT systems management.

Proficiency in project management tools (e.g., Microsoft Project), SharePoint, PowerApps, Office 365, web technologies (HTML/HTML5, JavaScript, CSS/CSS3), and Adobe Creative Suite.

Strong understanding of governance processes such as EPLC and CCB.

Excellent communication and collaboration skills for engaging with cross-functional teams and stakeholders.

Certifications in PMP, SharePoint, or related technical fields a plus.

Experience working in government contracts and following compliance standards a plus.

Expertise in graphic and web design, including experience in Section 508 compliance and user experience (UX) principles a plus.
