About Harris County Community Services Department:This office is focused on addressing the housing, infrastructure, and public service needs of the low to moderate-income community in Harris County. This is accomplished through a process of securing and managing grants from the U.S. Office of Housing and Urban Development (HUD) and partnerships with other government and non-profit agencies, resulting in a variety of programs, projects, and services.SR Program Analyst Position Overview:Under the direction of the Development Manager, the Senior Program Analyst will serve as a lead analyst that will contribute to the preparation of the yearly Annual Action Plan in various capacities. This position will provide support to the Development Manager in preparation of the Annual Action Plan, provide guidance to other Analysts on the RFP and non-RFP processes, develop processes that improve the selection of HUD-funded projects, monitor compliance and adherence to policies and procedures, and create NOFAs and RFPs for the selection of projects through the RFP and non-competitive process.Duties & Responsibilities:The Senior Program Analyst will create spreadsheets, tables, and other documentation needed for the preparation of recommending projects.The Senior Program Analyst will also create applications, evaluate projects, identify funding opportunities relating to Public Service projects for Harris County, serve as a point of contact, and ensure potentially funded projects are compliant with applicable regulations and guidelines.The Program Analyst guides a project from application submission to award by coordinating information and providing support through budget and data analysis.The Program Analyst will manage program-specific application processes and maintain documentation, files, and correspondence.May prepare agenda items for Commissioners Court, attend meetings, and perform other duties as assigned.Assists with program-specific application processes and maintains documentation, files, and correspondence.Reviews and evaluates proposals and other submissions as needed.Processes and maintains records of Project Profile Sheets for the Annual Action Plan projects.Responds to information requests generated through mail, e-mail, and telephone contact.Provides assistance to the Development Manager for the preparation of the Annual Action Plan and serves as the lead analyst providing guidance to the other analysts.Assists with the RFP process, including creating and evaluating applications and recommending projects for inclusion into the Annual Action Plan.Develops improvement processes and P&Ps, along with monitoring and ensuring compliance.Prepares award/denial letters, project profile sheets, grant files, and development files.Conducts presentations, attends meetings, and represents Harris County at events.Prepares and submits Court Agenda Items.Performs administrative duties as needed when there are staffing gaps.Solves a wide range of highly complex, multi-disciplinary problems which must consider long-term company-wide planning.Tasks require comparing alternative courses of action and making a decision, subject to approval from supervisor.Other duties as assigned.This Job Description is not designed to cover or contain a comprehensive listing of activities, duties, or responsibilities that are required of the employee for this position. Management may, at its discretion, assign, or reassign duties and responsibilities to this job at any time.Education:Bachelor's degree in Business, Public Administration, Political Science, Urban Planning, Geography, Social Sciences, or related field.Experience:Five (5) years of experience in project solicitation and/or HUD entitlement programs, experience with Annual Action Plan amendments, program administration, and grant writing and/or grant management.Licensure:Valid Texas driver’s license (upon hire).Knowledge, Skills & Abilities:Ability to oversee and manage multiple projects simultaneously.Provide constructive criticism and positive feedback to staff.Excellent verbal and written communication skills.Professional office, phone, and e-mail etiquette.Reading comprehension and critical thinking.Public speaking.Organizational and file management skills.Time management, daily activity planning, and ability to meet deadlines.Internet research and information analysis.Policy review and analysis.PowerPoint presentations.Ability to facilitate meetings, presentations, and/or public discussions.Use of Microsoft Suite and HUD IDIS.Management, Policy Analyst, Public Service, Administrative, Communications, Basic Accounting.NOTE
