$32.45 - $60.43 per hour

Position Summary:

As a key member of the Housing Business Unit, the Director is responsible for:

Planning, securing financing, and overseeing the full cycle of real estate development and asset management.

Managing the full range of ongoing real estate development including general contractors, development consultants, lenders, architects, engineers, legal contractors, environmental and all other associated development work.

Managing the Asset Management team and overseeing that our long-term assets are performing well and if not, providing solutions to help performance.

This position will build relationships with key partners and develop strategies to create results within the Partnership’s affordable housing strategic plan and business objectives.

Knowledge, Skills and Abilities:

Bachelors of Science Degree in Building Science or related field.

Minimum of three years of real estate development and affordable housing experience.

Able to develop strategic and business driven plans that create results and revenue to support the housing business unit.

Proven experience and understanding of local, state and federal housing programs, housing policies, rules and regulations, budgeting and finance.

Ability to work closely and successfully with internal and external teams to achieve results.

Exceptional analytical, customer service and communications skills.

Proven experience in financial analysis, project budgeting and project management.

Able to work in a collaborative mission-oriented environment with minimal supervision.

Willing to travel and work flexible hours as needed.

Responsibilities:

Oversee the performance and results achieved from the Real Estate Development Resource Specialist, Project Analyst and Project Manager and also overseeing the Asset Manager and Asset Management Resource Specialist.

Identify areas of affordable housing needs and gaps in the housing market.

Work with CEO, CFO, Asset Managers and all members of the Housing Business Unit, and Housing Committee of the Board in establishing housing and community development priorities and policy objectives for the Company.

Structure programs and projects that address housing and community development objectives.

Cross collaboration with housing team and other Partnership programs.

Coordinate with housing organizations, community organizations, local and state governments, Public Housing Authorities and other community stakeholders to establish partnerships, identify needs, and collaborate on policy agenda.

Work closely with development partners in planning and executing projects.

Plan and carry out housing development projects.

Conduct site assessments and coordinate initial feasibility study for new projects.

Present project proposals and status reports to Housing Committee of the Board.

Secure financing for programs and projects.

Work closely with NeighborWorks, Federation of Appalachian Housing Enterprises, Alabama Housing Finance Authority, Federal Home Loan Bank, Low Income Housing Coalition of Alabama and other housing partners.

Prepare and submit timely reports on activities, results and budgets.

Research and recommend creative housing solutions and partnerships that fit the Vision, Mission and Values of the Partnership.

Gain certifications through NeighborWorks NTI classes as agreed upon with CEO.

Maintaining compliance with the Board of Directors which includes ensuring the HBU is getting proper approvals from the Board of Directors for projects and financing.

Additional Responsibilities:

Serve on Boards of affiliate organizations.

Represent the Company in meetings and conferences where real estate development is the focus.

Other duties as may be necessary to fulfill the responsibilities of this position.

Work Relationships and Scope:

Reports directly to the CEO. Directs the daily work of the HBU Resource Specialist and Project Manager. Regular interaction with agency leaders, Housing Business Unit team, local, state and federal government representatives, state and federal regulatory agencies, housing financial institutions, business, industry, non-governmental organizations and other non-profits. Works closely with FAHE, AHFA, AAHA and other partners.

Regular reporting to defined leadership concerning activities, opportunities and changes within the ongoing work of the business unit. Systematic reporting required.

Weekly – Meet with HBU and update CEO on activities, challenges and progress.

Monthly – Evaluate pipeline and site visits as needed. Assess and implement software that contributes to efficient project management of real estate development projects. Attend Finance Committee meetings.

Bi-monthly report due to Executive Director for Board. Operating Cash Flow Report.

Quarterly – Housing Committee reports delivered at quarterly meeting. Meet with FAHE Caucus. Property Cashflow Reports.

Annually – Submit 1 – 2 Tax Credit deals to AHFA. Submit Tax Credit deals in other states as approved by the board of directors. Attend NeighborWorks Trainings. Attend FAHE annual meeting. CHDO workshop through AHFA. Deliver overall Housing Business Report to the Board.

Incentives:

1.75% incentive on all developer fee checks

$250.00 for approved CHDO applications and LIHTC applications

Other incentives as agreed upon from CEO

Working Conditions:

Work is performed in an office setting and on construction sites. Moderate safety and risk exposure. Work involves frequent travel to meetings throughout Alabama and the US. Training and conferences will require out of area travel and air travel. This position requires sitting, standing, bending, and lifting up to 40 lbs. This position requires a valid driver’s license, proof of vehicle insurance and safe driving record.
