Position Summary:

The Office of Diversity, Equity, Inclusion and Belonging (DEIB) includes a diverse portfolio of offices, including Organizational Development, Talent and Culture, Office of Supplier Diversity, Office of Equal Opportunity and Diversity Management, Strategic Partnership for Advancing Equity, and Business Development. These teams work together to assist the Chancellor in achieving the vision of Equity and Excellence for All.Under the executive direction of the Chief Diversity Officer (CDO), with great latitude for the exercise of independent judgment, the Senior Advisor to the Chief Diversity Officer is responsible for executing projects and advancing the priorities and agenda of the Chief Diversity Officer within DEIB and the NYC Public Schools (NYCPS). The Senior Advisor will act, as needed, as the Chief Diversity Officer’s designee at all Teacher Retirement System (TRS) and Board of Education Retirement System (BERS) meetings and at the Comptroller’s Common Investment Meetings. Performs related work.

DEIB Leadership, Chancellors Leadership, Board of Education Retirement System, Division of Human Resources, Division of Instruction, and Information Technology (DIIT), Office of Legal Services, Office of Labor Relations (OLR), City elected officials, Mayor’s Office of Legislative Affairs and other NYC Public Schools (NYCPS) agencies.

Responsibilities

Teacher Support Network & Board of Education Retirement System

Act as the CDO’s designee on all matters related to the CDO’s role as a trustee on the Teacher’s Retirement System (TRS) board and Board of Education Retirement System (BERS) board, including attendance at the NYC Comptroller’s monthly Common Investment Meeting, the monthly TRS and BERS board meeting, and voting for the CDO as necessary.

In collaboration with relevant partners, create and regularly update uniform BERS status reports that convey pertinent information to the CDO at regular intervals.

Ensure BERS board members are equipped with the necessary data/content for board responsibility where appropriate.

External Affairs

Execute communications strategies for DEIB, ensuring that accurate messaging is conveyed externally to all elected officials and education stakeholders.

Provide policy advice to the CDO and the senior leadership team relating to State on annual legislative agendas; drafting, and execution; advises DEIB’s offices on timing project sequencing and prioritization across the department.

Serve as primary liaison between the DEIB, City Council central staff, and the Mayor’s Office of City Legislative Affairs.

Manage the creation and implementation of the DEIB’s State Legislative agenda.

Monitor and track City and State City legislation education-related legislation and budget initiatives that impact the DEIB; keep CDO and the senior leadership abreast of any related bill activity, movement, or amendments.

Develop and enhance collaborative efforts for securing legislative, fiscal and other resources from Federal, State and City legislators and agencies.

Serve as the DEIB’s primary liaison to New York State Senators, Assembly Members, their staff and leadership on legislative, district level and constituent issues.

Represent DEIB at meetings and hearings held by the state legislators, public interest groups and government agencies.

Develop, coordinate and monitor the legislative agenda for the DEIB with the City Council, Mayor’s Office, and other appropriate city agencies.

Coordinate the submission of legislative reports to the City Council.

Support the CDO with the implementation of Council-funded initiatives.

Other Responsibilities

Serve as an advisor to the Chief Diversity Officer and provide recommendations and strategic insight on high-profile assignments and areas of priority.

Identify opportunities for improvement or development in the areas of processes and communications in alignment with CDO goals.

Conduct research and analysis and implement processes and communication that benefit the agency as it relates to DEIB.

Develop and maintain a calendar that includes benchmark events and pertinent initiatives throughout the year for the CDO.

Advise the CDO on all related policies and procedures; recommend options and preferred courses of action with supporting analysis.

Qualification Requirements:

Minimum

Graduation from an accredited college with a baccalaureate degree and four (4) years of full-time paid supervisory, administrative, consultative, managerial or executive experience of a nature appropriate to the duties of the position, such as budgeting, personnel, public relations, education or equivalent, or four (4) years of full-time paid experience as assistant to an executive in one of the fields described above, or a satisfactory equivalent; or

High school graduation or equivalent and eight (8) years of full-time, paid experience as described in “1” above; or

A satisfactory equivalent combination of post baccalaureate education and experience. However, all candidates must possess a high school diploma or its equivalent as described in “2” above.

Preferred

Overall knowledge of the organization, various operations, and data systems of the NYCPS.

Creative problem-solver, with the ability to perform independent, thoughtful analysis around important educational issues.

Strong writing skills; ability to explain complex diversity concepts to a variety of audiences.

Ability to communicate effectively.

Experience in media communications.

Highly sophisticated understanding of public relations.

Well-organized; able to work under pressure and effectively prioritize in a demanding environment.

Clear communicator who can make presentations to a variety of constituencies within the NYCPS and externally.

Salary : $166,000 - $183,000

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
