Position SummaryTransform lives by serving as the Chief Financial Officer and Chief Risk Officer of the College providing leadership, guidance, and direction to the finance and support services of the College including: finance, accounting, procurement, risk and loss management, financial planning of capital construction projects, and business and auxiliary services.

Duties & ResponsibilitiesIn alignment with the College’s strategic plan, provide leadership, direction, and oversight of financial strategy, budgeting and budget analysis, accounting and business operations, finance controls and reporting, investment oversight, debt management and compliance, procurement, risk and loss management and insurance, and financial planning of capital construction projects.

Accountable for the timely and accurate preparation, submission, and administration of the College budget and various financial reports.

Direct the annual budget development process to include preparation of key assumptions, enrollment and revenue estimates, development of cost estimates, and strategies for the most efficient allocation and use of the financial resources available to the College.

Develop, implement, and administer the College’s investment and debt financing policy and strategy.

Implement, monitor, and evaluate college-wide functions, processes, and practices to ensure fiduciary and fiscal compliance. Develop and recommend policy, administer procedures for implementation of such policy, and interpret laws, regulations, and procedures which direct such policy.

Oversee a comprehensive risk management program to minimize risk exposure to the College including the administration of property, casualty, cyber, liability, equipment, and worker’s compensation insurances.

Oversee the College’s procurement strategies, policies, process, and compliance.

Prepare long-range financial forecasts for the College to provide a framework for decision-making and to ensure long-term financial stability. Administer all short-term and long-term facilities planning including funding and architectural/engineering/construction services.

Attend Board meetings and provide support to the College Board's Finance & Infrastructure Committee.

Serve on the District’s Executive Team.

Staff, supervise, support, and evaluate employees in areas of responsibility.

Participate in and build relationships with College committees and external community groups.

Other duties as assigned.

QualificationsMaster’s degree in Finance, Accounting, or related-field required. Combination of education and occupational experience equivalent to a master’s degree will be given consideration.

Minimum of five years of management experience related to administrative and fiscal affairs with knowledge of risk and loss management, financial budgeting, legal compliance and their relationship to college operations and services required.

Certified Public Accountant (CPA) designation and Wisconsin Technical College System, higher education, or municipal government experience beneficial.

Knowledge of technology related to financial planning including experience with an enterprise resource planning system such as PeopleSoft, Oracle, J.D. Edwards, or SAP required.

Ability to interpret legislative and statutory regulations required.

Must possess excellent problem resolution, organizational, interpersonal, communication, and project management skills.
