Position SummaryUnder the general direction of the Finance & Budget Director, coordinates and manages the functional areas of tax administration, revenue collection, investments, cash management, banking services, and pension and other retirement plan administration. Performs the duties of the City Treasurer as mandated by the City Charter.

Required Knowledge, Skills, and AbilitiesKnowledge of:Investment strategies and cash management.Pension system administration including both defined benefit contribution pension plans.Accounting theory, principles, and practices and their application to various municipal account transactions and problems.

Skills:Interpersonal and communication skills in order to interact courteously, diplomatically, and tactfully with a variety of employees, City Council, and the general public.Organizational skills to ensure work planning and scheduling.Strong analytical, problem identification, and solution development skills.Managerial and team-building skills with proven effective leadership abilities and competencies.

Ability to:Manage a high-performing team in a fast-paced environment.Produce written documents such as financial statements and reports with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.Establish and maintain effective working relationships with colleagues, supervisors, officials of other agencies, and the general public.Communicate orally with other City employees, vendors, or the general public in face-to-face one-on-one settings, in group settings, or using a telephone.Remain in a sitting position for extended periods of time.Analyze and interpret fiscal and accounting records.

Minimum QualificationsBachelor's Degree in Accounting, Finance, or business-related major with appropriate governmental course work from an accredited college or university; CPA designation and/or Master's Degree is preferred.Five (5) years of professional-level experience in governmental accounting including pensions and investments.
