Under the direction of the City Manager or their designee, plans, organizes, and manages the collection, custody, investment and disbursements of payments on City Funds and improvement district bonds, and performs other related duties as required.

REPRESENTATIVE DUTIES

Plans, organizes and supervises operations in the City Treasurer's Office;Develops, coordinates and monitors programs within the City Treasurer's Office;Reviews and monitors cashiering, banking, accounting and record-keeping operations as related to investments, deposits, receipting interest, general cash receipts and disbursements;Balances and reconciles bank transactions;Assures that cash management plans for the City are developed, coordinated and kept up to date to enable the City Treasurer's Office to meets its workload demands on the basis of projected revenue trends and projected growth in the population in the business community;Monitors investment procedures to ensure compliance with Local, State and Federal rules and regulations for municipal treasurer functions;Assists the City Treasurer in the administration of the City's investment program;Develops recommendations regarding the portfolio mix in accordance with adopted statement of investment policy;Compiles data for monthly, detailed report of investment activity;Reviews and assures that all revenue transactions are verified, sorted and posted to proper revenue account classifications;Participates in the development and administration of the Treasurer's office budget, including making recommendations and decisions regarding expenditures.EDUCATION AND EXPERIENCEMinimum of an A.A. Degree with a major in Finance, Accounting, Business or related field and four (4) years of finance, investments, and/ or accounting experience of which one (1) year shall have been in a responsible supervisory capacity.

A bachelor's degree and one (1) year related experience also qualify.

KNOWLEDGE AND ABILITIESKnowledge of office management, methods, equipment and practices; of procedures, law, ordinances and regulations governing the operation of the revenue division functions; of cash flow and investment practices, ability to plan, organize and supervise the work of others; to prepare accurate financial and statistical reports; to establish and maintain effective working relationships with supervisors, subordinates, other city departments and the general public.

Requires advanced skills in the use of modern office methods, practices and equipment, and efficiency in word processing and computer applications, specifically Microsoft Word, Office, and Excel.

Requires competency in the operation of a variety of office equipment including but not limited to facsimile machines, copiers, calculators and 10-key adding machines, and cash machines.

LICENSEA valid California Driver's License, Class C, have and maintain.

SPECIAL CONDITIONS

Designated management-level Exempt position.This is an "at-will" position serving at the pleasure of the City Manager or their designee.Conflict of Interest Statement
