Finance and Budget (FAB) Division Overview

The FAB division is responsible for the preparation and administration of the agency's budget and its review process; providing timely financial information to the public, Board of Supervisors/Commissioners, Executive Office, and agency divisions; and identifying and implementing best practices, allocation methodologies, cash management, debt administration, capital assets, financial reporting, and the efficient use of public investments.

Position Overview

Under general supervision from assigned supervisory and/or management personnel, this position is responsible for developing, analyzing, and monitoring budget plans to ensure the efficient resource allocation. The role involves preparing detailed financial reports, preparing Board Letters and Funding Agreements, monitoring expenditures, and collaborating with various internal departments and external organizations to support the financial health of LACDA.

Essential Job Duties

Provide guidance, direction and support in the development of annual budgets in collaboration with department heads and the budget analysts.Proactively monitor budget implementation and ensure budget compliance.Monitor and manage budget allocations and position control.Perform complex financial analysis.Review check requests, purchase orders, position requests to ensure they are assigned to the correct cost center, are within budget authority, and comply with grant allocation.Lead, coordinate, and perform quarterly review, prepare detailed financial reports, forecasts, and analysis.Analyze financial data to identify trends, variances, and opportunities for cost savings.Identify and resolve complex budgetary and financial issues and problems.Ensure adherence to financial policies, procedures, and regulatory requirements.Collaborate with internal and external departments in drafting of contracts/funding agreements.Conduct cost-benefit analyses for proposed projects and initiatives.Assist in internal and external financial audits.Prepare internal and external billings.Prepare journal entries.Perform general budget duties involving review and approval of budget amendments, board letters, and personnel requests.Provide training and guidance to division analysts.Prepare and present reports and analysis to management and/or other stakeholders.Assist in the development and implementation of financial software and tools.Provide various ad-hoc financial analysis as requested.Perform other duties as assigned.Essential Knowledge, Skills, and Abilities

Knowledge of:Budget development, monitoring, and reporting principles and practices.General accounting principles and practices.Financial analysis and modeling methods and tools.Skilled in:Conducting financial analyses, drafting written reports, interpreting regulations, assisting internal and external clients, and reviewing of contract documents.Communicating effectively both orally and in writing.Establishing cooperative working relationships with internal staff, funded agencies, and clients.Strong analytical and research skills.Web-based systems, and Microsoft Office products including Excel, Word, and PowerPoint.Working with PeopleSoft Financials and BOARD MIT budget system, or other major financial systems is highly desirable.Ability to:Perform complex and multiple assignments concurrently while still maintaining attention to detail.Lead, organize, and review the work of staff.Manage a project or assignment from inception to completion.Organize and prioritize multiple assignments, work with limited supervision, and make sound independent decisions.Independently perform special studies and other assignments involving collection, organization, and analysis of data.Understand, interpret and apply policies, procedures, laws and regulations to federal, state, and local funded programs.Maintain confidentiality.Complete tasks accurately and in a timely manner.Prepare clear, accurate, and concise tables, schedules, summaries, and other materials in statistical and narrative form.

Qualifications

Minimum QualificationsAny combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Experience, as outlined below, may be substituted for required education on a year-for-year basis.

OPTION 1:Graduation from an accredited four-year college or university with a major in business administration, finance, accounting, or related field, along with eight (8) years of experience as a Budget/Financial Analyst or in a similar role involving accounting, reconciliation, budgeting, audit, and/or grant management in public, non-profit, and/or private sectors, including three (3) years of supervisory-level or lead experience.

OPTION 2:Ten (10) years of experience as a Budget/Financial Analyst or in a similar role involving accounting, reconciliation, budgeting, audit, and/or grant management in public, non-profit, and/or private sectors, including three (3) years of supervisory-level or lead experience.

Desirable QualificationsExperience in budget development.Experience in grant management.Experience with federal and state programs.Experience in the development of cost allocation models.

Salary CompensationSalary compensation is dependent on qualifications (experience, education, knowledge, skills, and abilities). Initial salary placement is generally made between the start and mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.

In addition to the above, the LACDA's Flexible Benefits Plan is authorized under Section 125 of the Internal Revenue Code, and permits employees to use pre-tax dollars to pay for their portion of the cost of benefits under the Plan through "Salary Redirection" arrangements.

As part of this plan the LACDA will contribute $1000.00 per month, effective on the first (1st) of the month following the completion of one (1) full month of compensated service.
