Role Overview:

The

Director of BSA/AML

oversees the daily management and development of BSA/AML and regulatory policies, including those for cannabis-related businesses. The role focuses on ensuring compliance with evolving regulatory requirements while supervising the team's activities related to monitoring suspicious activities, managing high-risk customers, and maintaining key compliance programs such as the Member Identification Program (MIP) and OFAC. Additionally, the position includes managing CTR operations and fraud prevention efforts to safeguard the institution from potential risks.

Key Responsibilities:

Develop and maintain BSA/AML and CRB compliance programs for the Credit Union.

Proactively manage and prevent fraud across all products and channels, including debit/credit cards, ACH, P2P, A2A, checks, branch, and digital platforms.

Liaise with law enforcement on criminal cases such as fraud, forgery, and robbery.

Identify BSA/AML/OFAC compliance risks and ensure the development of procedures, processes, and training to mitigate them.

Implement and enhance BSA and OFAC policies, procedures, and legal reporting requirements.

Manage BSA/AML/OFAC monitoring systems to identify suspicious or fraudulent activities.

Ensure timely and accurate regulatory reporting (e.g., CTRs, SARs, FinCEN 314(a)).

Oversee daily AML staff operations and provide coaching/training as needed.

Serve as a subject matter expert on escalated AML and BSA/OFAC issues and review analyst work.

Maintain a robust SAR investigation, review, and reporting process for AML and CRB activities.

Conduct BSA/AML/OFAC risk assessments and liaise with NCUA examiners, auditors, and vendors.

Oversee employee management functions and assist in budget development, goal-setting, and departmental performance tracking.

Essential Qualifications:

Qualified candidates will have a Bachelor's degree in Business Administration or related field. Eight (8)+ years of previous BSA and AML experience at a retail financial institution and ACAMS certification is required.

In-depth knowledge of federal and state regulations impacting credit unions, including the Bank Secrecy Act, SAFE Act, USA PATRIOT Act, OFAC regulations, and NYS Cannabis Banking regulations.

Proficient in risk analysis techniques, regulatory environments, and fraud prevention trends within the financial industry.

Strong understanding of financial industry operations, credit union products, services, policies, regulations, and procedures.

Expertise in facility and information security techniques, and demonstrated ability in preparing audit work papers.

Advanced skills in data analysis using spreadsheet software, along with intermediate mathematical and accounting proficiency.

Proven ability to meet multiple complex deadlines, articulate ideas effectively in both oral and written communication, and handle confidential information with tact.

Skilled in independent problem-solving, data analysis, and working with general supervision of daily tasks.
