OPS Consulting is seeking an experienced Proposal Manager to work in our Hanover, MD office.
Job Description: We are looking for a multifaceted Proposal Manager who is passionate about delivering innovative and compliant proposals. The Proposal Manager will be a self-starter and will have the natural ability to work closely with the Business Development team and executive leadership across the organization. The Proposal Manager will own the proposal schedule while also being responsible for driving proposal management, compliance, and growth. They will provide proposal outlines and be able to write, edit, and format documents with the final stamp of compliancy. The Proposal Manager will also support the team in mentoring and coaching members on best practices.

The Proposal Manager will also support the team in mentoring and coaching members on best practices.
Responsibilities:
- Monitor procurement portals and ensure task order distribution to internal channels.
- Engage with internal stakeholders and industry partners to identify and shape potential opportunities using knowledge of company capabilities, client relationships, and contract vehicles.
- Ability to collaborate with the Capture Manager on win themes, shred draft RFP's, and create proposal outlines.
- Experience managing final production activities (print & electronic versions).
- Ability to create and adhere to the proposal schedule to meet RFP deadlines, run meetings to include proposal kickoff, storyboarding sessions, and reviews.
- Ability to clearly and concisely give direction to members of the proposal team including capture manager, volume leads, contracts, etc.
- Document, refine, and adjust the proposal process during down time to better optimize existing tools.
- Assist in training and mentorship for internal proposal team members.
Required Qualifications:
- 5+ years of relevant experience in the government contracting space.
- Ability to manage, write, and coordinate proposals of high complexity.
- Experience leading proposal team members and key stakeholders.
- Proficient in all Microsoft Office applications.
- Bachelor's degree in a related field.
Desired Qualifications:
- Experience using SharePoint and MS Teams in collaborative proposal development efforts.
- Certified Project Management Professional (PMP).
- Certified Association for Proposal Management Professional (APMP).
Security Clearance:
- Eligibility to obtain a current government clearance, background investigation, and polygraph are desired but not required.
