Assistant Code Counsel

Reporting to the Assistant Commissioner for Regulatory Affairs and Policy Development, with some latitude for independent judgment, and unreviewed action and decision, the Agency Attorney's duties include the following:

Draft and review legal materials related to revision of the New York City Construction Codes, the Electrical Code as well as development of the Existing Building Code and Waterfront Code.Review and draft legislation, rules, Buildings Bulletins, and other guidance documents.Review, interpret, and provide guidance on legislative proposals affecting the Department.Coordinate with involved units and assist with drafting and reviewing requests for proposals, contracts, and other documents related to Department and Mayoral initiatives.Provide legal guidance on strategy for code and rule implementation.Liaise with Department units, the NYC Law Department and other City and/or government agencies in connection with code development, code and rule implementation, and other matters.Conduct legal research, including interpreting federal, state, and local laws and regulations.Handle other tasks and special projects, as directed.

Minimum Qualifications1. Admission to the New York State Bar; and either 2 or 3 below.2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or3. Six months of satisfactory service as an Agency Attorney Interne (30086).Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.In addition to meeting the minimum Qualification Requirements, to be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

Preferred SkillsExcellent writing, legal research, and analytical skills.Familiarity with the NYC Construction Codes, NYC Electrical Code, the New York City Charter, NYS Multiple Dwelling Law, NYC Housing Maintenance Code, NYC Zoning Resolution.Familiarity with City and State legislative process.Code drafting or related experience.Proficiency with computer software such as Microsoft Excel, Microsoft Word, and Microsoft PowerPoint.
