The PositionThe Economic Development Manager (U) under general direction, manages a proactive business recruitment, business retention, or special events program within the Economic Development Department with the goal of bringing new jobs, events, and capital investments to the City. This position is in the Unclassified Service and serves at the pleasure of the appointing authority.

This recruitment will be used to fill two (2) vacancies in the Economic Development Department. One of the positions will be primarily focused on Business Attraction and the other vacancy will be focused on Business Retention and Expansion efforts.

Essential Functions : -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

Business Attraction:

Serves as main point of contact for Business Attraction activities.Participates in active community engagement; this includes performing company site visits and communicating City announcements.Assists the Department Director in developing incentive programs designed to attract new businesses to the City of San BernardinoPitches ideas, proposals, and development opportunities to prospective companies, developers, and real estate professionals.Maintains an active sales pipeline of prospective businesses that may choose to locate in the City.Coordinates and executes recruitment trips/sales missions to generate company leads in target markets; represents the City on recruitment trips, at sales missions, trade shows, and conferences.Works in collaboration with the Department Director and department staff to develop marketing initiatives for the City's business attraction efforts.Develops strategy in coordination with economic development team to recruit mid-to-large size businesses to the City; this includes having a familiarity with the optimization of site selection criteria associated with commercial real estate developmentDevelops intentional strategies with Department Leadership and respective real estate developers to recruit companies to public-private partnership developments; these activities include the formation and implementation of Purchase and Sale Agreements (PSA), Disposition and Development Agreements (DDA) and Exclusive Negotiation Agreements (ENA).Works with the Department Leadership to increase and enhance opportunities for small businesses to grow/connect with other companies throughout the City.Works in collaboration with department staff and external partners to promote investment in the startup/entrepreneur community.Assists the Department Director in developing annual sales strategies and metrics for attracting businesses across a wide range of industries including but not limited to: retail, industrial, office, sustainability, entertainment, leisure, and aviation.Provides ongoing management and reporting of metrics related to the Department's Business Attraction efforts.Supports the departments Business Retention and Expansion initiatives as identified prospects transition to a retention customers.Identifies supply chain/industry cluster gaps which may help identify new attraction prospects.Routinely demonstrates excellent customer skills with members of public, prospective clients, community partners, and departmental and intra-departmental relationships.Assists the Director and department staff in identifying local workforce trends and developing strategies to support the City's labor pipeline.Assists the Director to develop an annual comprehensive marketing and prospect engagement/sales plan.Analyzes data and industry trends to better support the City's value proposition of being a premier destination for business.Provides presentations to City leadership, Commissions, community partners, organizations, and to the City of San Bernardino Mayor and City Council as required.Business Retention:

Develops and administers the City's business retention program to create an environment that encourages reinvestment from the private sector.Participates in active community engagement by facilitating private sector activities that require City involvement.Develops and administers various business retention incentive programs to encourage reinvestment in the City.Works in collaboration with the Department Director and department staff to develop marketing initiatives to support the City's business retention and expansion efforts.Develops relationships with business and community leaders and implements surveys to monitor the status of existing businesses, and to develop an "early warning" system for primary employers that may be in danger of relocating or closing operations.Works directly with key businesses in targeted industries to provide technical assistance and incentives that result in the retention and creation of jobs and investment in the City of San Bernardino.Provides tailored technical permit assistance and financial incentives to businesses within the City to ensure that existing and future expansion needs are met.Develops, maintains, and coordinates programs that offer educational resources to businesses and community partners within the City of San Bernardino.Conducts relevant market research, data analysis, and provides feedback on business satisfaction and participation levels, identifies opportunities for improvement, and promotes and distributes educational resources.Assists the Department Director in developing annual strategies and metrics related to business retention, expansion, and increased investment from the private and public sectorsProvides ongoing management and reporting of metrics related to the Department's Business Retention and Expansion efforts.Supports the departments Business Attraction initiatives as attraction prospects transition into retention customers.Identifies supply chain/industry cluster gaps which may help identify new attraction prospects to better enhance business operations for existing businesses.Routinely demonstrates excellent customer skills with members of public, prospective clients, community partners, and departmental and intra-departmental relationships.Assists the Director and department staff in identifying local workforce trends and developing strategies to support the City's labor pipeline.Analyzes data and industry trends to better support the City's value proposition of being a premier location for doing business.Provides presentations to City leadership, Commissions, community partners organizations, and to the City of San Bernardino Mayor and City Council as required.All Assignments:

Education and Experience:Possession of a Bachelor's Degree from an accredited college or university with major course work in public or business administration, planning, economic development, finance, or a closely related field.; and three (3) years of related professional experience in economic development, marketing, research, business development, commercial real estate/development, urban planning, community development or re-development; or an equivalent combination of education, training and experience.

Licenses, Certifications, and Equipment:A valid state driver's license is required.

Desirable Qualifications:Designation as a Certified Economic Developer (CEcD)Possession of an Economic Development Financial Professional (EDFP) or other certification that may be relevant to the position.

Physical Requirements and Work Environment:

The employee works under typical office conditions, and the noise level is usually quiet. While performing the duties of this job, the employee is regularly required to sit, talk, or hear, both in person and by telephone, use hands to finger, handle and feel computers and standard business equipment, and reach with hands and arms.
