Job Description:

The Office of Human Resources announces the position of Assistant Director of Employee & Labor Relations reporting to the Chief Human Resources Officer. The Assistant Director of Employee & Labor Relations provides oversight and manages the administration of HR operations related to employee and labor relations, fair practices/affirmative action, and performance management. The Assistant Director of Employee & Labor Relations is also responsible for identifying and proactively addressing organizational trends, as well as leading, designing, and implementing programs, policies, and practices to ensure the University’s compliance with federal, state, and local regulatory requirements related to human resource management. The position interfaces with employees, government agencies, and other educational institutions and serves as the primary administrator of E&LR matters in the Office of Human Resources.

Responsibilities:

Works closely with the AVP/CHRO enforcing and evaluating ongoing HR policies, programs, functions, and activities. Identifies, informs AVP/CHRO, and addresses complex and/or legally sensitive issues.

Responds to employee relations issues such as interpreting policies and procedures for employees, investigating complaints, and identifying corrective actions to resolve complaints. Completes investigative summary of findings, and drafts responses and position statements to federal/state fair practice claims.

Assists managers with performance concerns, disciplinary action, and conflict management issues.

Works collaboratively with campus administrators, the Office of the Attorney General, and others as appropriate ensuring compliance with Title VII and Title IX, ADA, and other key policies and legislation.

Serves as the Title IX coordinator for employees, conducting investigations, reporting compliance, and providing other assistance, as needed in managing Title IX cases.

Maintains working relationships with three campus Unions and acts as liaison between department managers and union representatives.

Administers and interprets collective bargaining agreements and ensures organizational compliance with the terms of agreements, providing support during contract negotiations, processing grievances, and facilitating labor management committee meetings.

Administers FML, unemployment, and workers’ compensation insurance processes, reviews liability reports, monitors program costs, and recommends policy changes to AVP/CHRO.

Assists in the evaluation of reports, decisions, and results of the department in the ELR functional area and makes performance/process improvement recommendations.

Facilitates the exit process for employees, summarizes findings, and discusses trends and concerns with senior management.

Facilitates administrative staff meetings and provides oversight of HR operations related to ER and LR. Participates in other meetings and seminars, when directed.

Knowledge, Skills, and Abilities:

Knowledge of state and federal employment and labor laws governing human resource management.

Knowledge of best practices in the field and ability to determine changes needed to improve programs and services.

Knowledge of practices and protocols in conducting conversations and investigations.

Must possess analytical thinking skills with an ability to make decisions and solve problems.

Ability to prioritize ongoing and new projects, as well as conduct research and gather information.

Leadership, coaching, and team-building skills that motivate employees and cultivate good working relationships.

Ability to respond to employee concerns with an appropriate sense of urgency.

Skill with PC applications and HRIS software. Proficiency with Word, Excel, and PowerPoint. Knowledge of Workday.

Excellent interpersonal skills.

Ability to make independent judgments.

Attention to detail and accuracy.

Excellent oral and written communication skills with the ability to make presentations, write legally sufficient documents, and effectively share information.

Ability to manage confidential information and demonstrate unquestionable integrity and professionalism.

Ability to drive change, manage complexity, influence others, promote teamwork, resolve conflict, solve problems, and focus on results.

Minimum Qualifications:

Bachelor’s degree in Human Resources (or a related field).

Seven (7) to ten (10) years of exempt-level Human Resources Management experience with demonstrated experience in employee and labor relations.

Preferred Qualifications:

Master’s or Juris Doctorate preferred.

Higher Education experience preferred.

PHR/SPHR/SHRM-CP/SHRM-SCP certification a plus.
