At Watermark, our people come first!The Office of the Chief Security Officer (OCSO) for the Architect of the Capitol (AOC) is responsible for the maintenance, care and operation of the buildings, grounds, and physical security enhancements of the U.S. Capitol Police, campus wide physical security infrastructure and an off-site campus supporting all legislative branch agencies. OCSO also manages the agency’s internal security programs and policies, including personnel suitability and badging and liaises with other partners regarding security matters.The Construction Security Technician will monitor construction activities of sensitive security projects and locations.Major Duties:

Provide a full range of construction security program management, administrative, construction surveillance management, and construction surveillance.Work closely with the assigned Government Site Security Manager (SSM) to ensure all established security policies and procedures are followed.Under the direction of government staff, always monitor the activities of all personnel on the Secured Site.Provide basic physical security in accordance with security policies and regulations that may include Sensitive Compartmented Information Facilities (SCIF) policies and Intelligence Community Standard (ICS) 705-1, -Physical and Technical Standards for Sensitive Compartmented Information Facilities.Perform access control functions to prevent the entry of unauthorized persons, materials, and equipment into the site.In accordance with documented security plans, perform in-depth inspections of construction materials, tools, and equipment prior to and after their use/installation ensuring all items are free of tampering and identifying all anomalies.Document the construction activities of all persons on the Secured Site.Document and report all security incidents that occur on the Secured Site to the Contracting Officer’s Representative (COR).Follow all safety policies and when required wear the necessary personal protective equipment (reflective vest, hard hat, safety glasses, etc.).Provide other physical security services as required.Professional Qualifications/Skills:

Must have a current Top Secret personnel security clearance and the ability to maintain such clearance throughout the life of the contract.Minimum of five (5), preferably seven (7), years of construction experience and a minimum of three (3) years of construction experience directly related to Sensitive Compartmented Information Facilities construction or physical security.Knowledgeable and demonstrated ability applying physical security policies and procedures and/or Intelligence Community security guidelines and procedures.Comprehensive knowledge and demonstrated ability working within the construction trades (electrician, plumber, carpenter, etc.).Ability to stand or walk for extended periods of time.Ability to walk, sit, use hands and fingers, reach with hands and arms, climb, balance, stoop, kneel, crouch, crawl, reach, stand, push, pull, lift, finger, grasp, feel, talk, hear, and make repetitive motions.Subject to internal and external working environments which may include extreme cold or heat for long periods of time.The anticipated compensation range for this position is $84,700-$142,100. Multiple considerations are taken into account when determining the final salary/hour rate, including but not limited to, Contract Wage Determination, education and certifications, relevant work experience, related skills and competencies, as well as Federal Government Contract Labor categories.
