What You Will Do
The Associate Laboratory Directorate, Weapons Production (ALDWP), at Los Alamos National Laboratory (LANL) enables credible and sustainable strategic deterrence for the nation through the production of plutonium pits, detonators, and other non-nuclear components, along with the necessary evaluation that ensures safe and reliable products. The directorate's programs support multiple aspects of the nuclear security enterprise (NSE) and national security mission, including plutonium processing and disposition, high explosives and non-nuclear component production, manufacturing for NASA deep space missions, surveillance, materials management, and waste operations. ALDWP must simultaneously expand capacity and mature rate production for pits and detonators, while continuing to build on its high-precision, high-quality manufacturing capabilities for non-nuclear parts fabrication.
The Project-Program Director 4 for ALDWP Strategic Projects reports to the Senior Director for Science, Technology, and Engineering Programs (STEP) Office and will support the Senior Director with the leadership, technical oversight, and management of strategic projects across the ALDWP portfolio. The Project-Program Director 4 will be responsible for production mission maturation planning, developing infrastructure and capability plans across ALDWP's portfolio and supporting execution, performing analysis and writing strategies and plans, facilitating a framework for collaboration and integration, and supporting development of consistent senior-level communications.
What You Need
Minimum Job Requirements:
Technical LeadershipSuccessful experience as a leader or manager of projects with significant total project cost or complexity. This requires experience leading complex technical project organizations, including demonstrated experience leading strategic and tactical planning and execution, customer service, project management, continuous improvement, and management systems such as safety, security, configuration management, conduct of operations and earned value management. Position requires advanced knowledge of design, procurement, construction, and transition to operations of highly complex projects preferably within a nuclear operations environment.
ManagementDemonstrated experience in managing technical programs with significant fiscal and programmatic responsibilities. Knowledge of and demonstrated consultative experience in program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing scope, cost, and schedule baselines; reporting cost and schedule variance; and managing change control and risk. Demonstrated experience in management, supervision, and development of assigned employees.
Technical ExcellenceKnowledge and demonstrated experience managing nuclear facility and or programmatic project work. Nuclear facility advanced knowledge and experience in the areas of construction, engineering, procurement, and other project-related activities, including their interfaces and inter-dependencies.
Coalition BuildingDemonstrated success building and growing both internal and external relationships with a variety of constituencies, sponsors, other construction project organizations, higher-level managers, direct reports, and other employees. Excellent oral and written communication and presentation skills for multiple levels of employees and stakeholders a must.
Personal LeadershipStrong leadership characteristics including personal integrity and accountability, fiduciary responsibility, trustworthiness in relationships, commitment to quality and excellence in programs and operations, commitment to workforce diversity and human resource development.
NNSA CollaborationDemonstrated success working across the NNSA complex, the broader Nuclear Security Enterprise, and industry executing projects, setting strategic direction, program management leadership and expertise.
Compliance and SecurityDemonstrated experience developing and implementing plans or programs to meet or exceed contractual requirements, performance measures, regulations, and laws, including the proven ability to do so while operating within a highly sensitive national security environment.
Education/Experience:
Position requires a bachelor's degree from an accredited institution and 8 years related experience; or an equivalent combination of education and experience directly related to the occupation. This position may be subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities.
Desired Qualifications:
Government RelationsSuccessful record of assisting in the development of complex institutional messages necessary to communicate to federal, state and local government leaders. Experience within NNSA complex preferred.
LANLDemonstrated experience interfacing with Los Alamos National Laboratory (LANL) management and a broad knowledge of current LANL operations and activities.
Active ClearanceAn active DOE "Q" (Top Secret) Clearance.
Work Location:
The work location for this position is onsite and located in Los Alamos, NM.
Position commitment:
Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
