The Director of Human Resources coordinates and manages all phases of HR activities, including payroll, leave administration, employee training, recruitment, hiring, and onboarding for the Nineteenth Judicial Circuit Court. This role is responsible for overseeing the administration of the collective bargaining agreement, ensuring organizational compliance, developing/implementing personnel policies and procedures, addressing employee concerns, creating/updating job descriptions and organizational charts, and providing guidance on performance management and employee development. The position is under the general direction of the Executive Director of the Nineteenth Judicial Circuit.Responsibilities

Oversees a wide range of Human Resource functions, including payroll management, leave of absence administration, employee training programs, recruiting process, hiring procedures, and onboarding activities.Develop and implement personnel policies and procedures.Participates in collective bargaining negotiations, drafting, and reviewing labor contracts. Communicates and explains labor agreements to managers and employees ensuring compliance with the collective bargaining agreement. Investigates, documents, analyzes, and assists in timely and consistent responses regarding labor disputes and grievances.Prepares and updates job descriptions and organizational charts for all court divisions.Manage a team of individuals, including setting performance goals, conducting annual performance evaluations, and providing ongoing coaching and development.Leads organizational development initiatives to improve efficiency and effectiveness.Develop and implement strategies and initiatives aligned with the overall organization's mission.Collaborates with management to identify future hiring needs, attracting candidates through social media, professional networks, and job fairs, assist with sourcing candidates and participating in interviews.Partners with division directors and managers identifying training needs and researching solutions to create training initiatives to develop, manage, and retain top talent.Manages performance appraisal systems and supports managers regarding employee performance issues and employee development plans.Addresses employee concerns and mediates conflicts.Ensures compliance with relevant laws and regulations regarding pay and benefits.All other duties as assigned.Knowledge, Skills, and Abilities

Excellent oral and written communication skills.Thorough understanding of state and federal laws concerning labor relations.Ability to comprehend, interpret, and apply appropriate sections of applicable laws, guidelines, regulations, and policies.Experience in working in both union and non-union environments.Ability to remain tactful and calm in controversial and/or confrontational situations.Education and/or Work Experience Requirements

Minimum of 10 years of human resources experience with a minimum of five years of supervisory experience.Bachelor’s degree in human resources management or related field.Master’s or graduate degree preferred.SHRM/PHR certification preferred.Valid driver’s license required.Lake County offers a competitive salary and benefits package.
