About the position
Responsible for providing strategic leadership and overseeing enterprise-wide union and non-union payroll operations in multiple states, ensuring timely and accurate payroll processing and high-quality customer service is provided. This position provides key leadership, organization, and communication across all regions and oversees activities of payroll personnel and functions, in alignment with all Company values, policies, procedures, key objectives, and regulations.

Day in the life
Partners with key leadership across the Company to set appropriate goals and develop strategic approaches to providing excellent customer service and data integrity for the timely, accurate processing of payroll and related functions. Develops payroll policies and best practices and contributes towards efforts to standardize and harmonize payroll processes and continuously improve services.
Coordinates within the enterprise HR, Benefits, and Payroll teams to achieve the processing of payroll within all regulatory, labor, and tax guidelines. Ensures the accuracy and timeliness of all federal, state, and local payroll tax payments, filings, compliance, and reporting for the enterprise. Oversees the preparation and filing of quarterly/annual payroll tax forms (i.e., Form 941) and reconciliations.
Oversees and approves payrolls, ensuring all processes are followed with accuracy. Leads the overall and timely processing and payment of payroll for all regions across the enterprise. Monitors the workload of all payroll departments and ensures all employees have the tools needed to be successful.
Creates and reports KPI (key performance indicator) payroll metrics for the enterprise. Creates payroll reports, data files, and ad hoc analyses needed to support G/L and finance and other requests. Acts as the lead point of contact for all enterprise payroll-related items.
Selects, supports, and provides direction on payroll process systems setup, maintenance, upgrades, and enhancements. Establishes and maintains efficient and effective payroll processes, procedures, and systems.
Creates processes to support accurate and efficient payroll processing and comply with all government regulations affecting payroll procedures. Identifies opportunities, collaborates with other leaders, and implements continuous improvement activities to enhance and standardize HR and payroll technologies across the enterprise.
Creates training materials and provides training, coaching, and assistance on payroll processes with the payroll team. Ensures confidentiality of all Company and employee data and sensitive information is well established and maintained, payroll teams are trained and held accountable to do the same.
Provides high-quality hiring, mentoring, and training to staff and other co-workers as needed. Coaches employees and provides performance feedback regularly. Cultivates strong and cooperative working relationships that reflect and support the Company’s core values and meet or exceed the customer’s expectations.
Consistently makes decisions in an attentive and safe manner to ensure the safety and health of self and others.
Utilizes LEAN concepts or other continuous improvement methodologies to ensure the most efficient operations, processes, and activities.

Minimum Qualifications
Bachelor’s degree or equivalent work experience in business administration, finance, accounting, or a related field. Certified Payroll Professional (CPP) certification is preferred.
Minimum 8-10 years of experience managing payroll for a medium to large-sized, multi-state (national) organization, with union, certified payroll reporting, and prevailing wage experience. Experience in a construction-related company is preferred. Minimum 5 years of experience directly managing people.
Experience leading across multiple business units, working with confidential information, and maintaining security of information as required. Exceptional customer service skills. Demonstrated a high level of integrity and dependability.
Experience with multi-employer union payroll is highly preferred.
Training, work experience, and skills with LEAN methodologies and/or similar process improvement. Strong process orientation.
Possesses a strong systems mindset and has a thorough understanding of payroll functions and processing. Strong accuracy and excellent attention to detail. Excellent computer skills, including Microsoft Office Suite.
Superior analytical and mathematical skills. Skills to read and interpret financial documents. Strong business acumen and experience collaborating with senior leaders in a high-growth, process-oriented business setting.
Excellent verbal and written communication, listening, conflict management, and the ability to influence employees at all levels. Ability to communicate at both general and technical levels.
Demonstrated ability to diagnose problems with critical thinking skills and detail and process orientation, and to drive appropriate solutions with self-initiative and sensitivity. Excellent time management and organizational skills.
