Under general direction, this position will plan, organize, develop, and execute recruitment activities throughout various areas of the state and in border states as needed. The position will establish long-range goals and objectives and provide leadership, mentoring, and training to lower-level recruitment staff. The position will travel extensively, representing the Department at various recruitment functions, job fairs, career days, college and university workshops, and Department of Employment Security workshops to promote employment with the Department. This position will establish and maintain effective professional networks and public relations with both public and private organizations, officials, and other state agencies regarding recruitment efforts. The position will also develop, organize, and prepare marketing strategies for hiring qualified individuals. This position will utilize Spanish speaking skills in the performance of duties. Serves as Senior Employment RecruiterEstablishes and maintains effective professional networks and public relations with both public and private organizations, officials, and other state agencies regarding recruitment efforts to effectuate the successful recruitment of qualified individuals for vacancies within DCFSProvides individual consultation to candidates seeking job opportunities with DCFSConfers with Personnel Managers regarding possible qualified candidates, providing education and background informationPrepares reports and correspondence related to interviewing and recruitment activities and issuesTranslates and interprets, both orally and in writing, for Spanish speaking clients regarding services available and the proper completion of formsPerforms other duties as required or assigned which are reasonably within the scope of the duties enumerated aboveMinimum Qualifications

Requires knowledge, skill, and mental development equivalent to completion of four years of collegeRequires two years of professional human resources experienceRequires ability to speak and write Spanish at a colloquial skill levelSpecialized Skills

Of the previously noted years of experience, requires that the experience include professional employment recruitment, to ensure the ability to provide guidance and leadership to lower-level staffPreferred Qualifications

3 years of direct employment recruitment experience for a public or business organization2 years of experience developing marketing strategies for a public or business organization1 year of experience conducting training in a public or business organizationConditions of Employment

Requires the ability to pass a background checkRequires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s licenseOvertime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekendsThis position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567 (c)).
