This position is located in the Office of Special Review and Evaluation, Administrative Investigations Directorate. AID conducts administrative investigations of allegations of misconduct by senior agency employees, including complaints of ethical violations and financial conflicts of interest; travel card fraud and misuses of Government property; abuse of authority; gross mismanagement; gross waste of funds; violations of harassment and scientific integrity policies, and more.

All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:GS-07:

1) Utilizes various software programs (including but not limited to MS Word and MS Excel) and OIG databases to gather data for statistics and reporting.orBachelor's Degree with Superior Academic Achievementor1 full Year of Graduate level education leading to such a degree.

GS-09:

1) Performing a wide range of research and analytical methods; and 2) Preparing written material in a clear, concise, and effective manner to prepare documentation and referrals of complaints and suggestions.orMaster's or equivalent graduate degreeor2 full years of progressively higher-level graduate education leading to such a degreeorLL.B. or J.D., if related.

GS-11:

(1) Conducting interviews, observation, and the analysis of assigned tasks; and 2) Preparing written materials to include but not limited to research documentation, referrals of complaints, and suggestions.-or-Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

Skill to conduct fact-finding interviews with complainants, both in person and by telephone, that elicit relevant information. Ability to make effective oral presentations.Ability to perform studies, evaluations and analysis of operating programs.
