This Software Developer 3 contractor position is part of the WIC Applications team and will be working to design and implement programs supporting WIC's move from a EBT offline system to an EBT online system. This developer will work with the rest of the WIC IT Applications team and two vendors to deploy workarounds during this transition and move data between multiple systems. This position will perform Software Application Developer duties that will involve the following technical areas: Microsoft Azure, Data Factory, Data Lakehouse on Databricks, Microsoft SQL Server, and Power BI reports.•Familiarity with Software as a Service (SaaS) and/or Platform as a Service (PaaS) in Microsoft Azure or other cloud hosting environments.•Ability to design and develop of Power BI reports.•Ability to work under stressful conditions with multiple projects and deadlines.
II. CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:Candidates that do not meet or exceed the
minimum
stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 8 Required Work experience as a Software Engineer or Application Developer. 5 Preferred Experience developing in C# and Visual Studio. 5 Preferred Experience with SQL scripting, SQL syntax, SSIS, SSRS, and SQL programming in Microsoft SQL Server. 3 Preferred Communication, analytical and interpersonal skills at all levels of an organization. 3 Preferred Good teamwork skills, and ability to collaborate with other functional and technical staff on the project. 3 Preferred bility to work independently as well as collaboratively on cross-functional teams. 1 Preferred Experience working with Data Factory and Data Lakehouse on Databricks.III. The primary work location(s) will be at
4616 W. Howard Lane, Building 2, Suite 275, Austin, TX 78728 . The working position is
Telework . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.
Texas Health and Human Services Commission
will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through
Texas Health and Human Services Commission .V. OTHER SPECIAL REQUIREMENTSTERM OF SERVICE (Required)
Services are expected to start on or around July 15, 2024, and are expected to be completed by August 31, 2024. Total estimated hours per Candidate shall not exceed 360 hours for FY25. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
WORK HOURS AND LOCATION (Required)
A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.
B) The primary work location will be 4616 W. Howard Lane, Building 2, Suite 275, Austin, Texas 78728.
Position will be remote. Program will allow candidates who are within the state (Any location within the State of Texas).
C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.
D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.
E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
