here .THE POSITIONThis position works within the mental health and outpatient community branch of the Behavioral Wellness Department. This position oversees a system of interdisciplinary departmental teams and contract service agencies providing assessment, prevention, intervention, treatment, and related ancillary support services via an integrated service delivery system to people with alcohol and other drug-related problems, mental illness, and/or co-occurring conditions. Although many responsibilities require presence in Santa Barbara, this position will have countywide responsibility and routine presence in Lompoc and Santa Maria is expected. On-call hours in rotation with other department administrators will be required.THE DEPARTMENTThe

was founded in 1962 and it is our mission to promote the prevention of and recovery from mental illness and addiction among individuals, families, and communities, by providing effective leadership and delivering state-of-the-art, culturally competent services. The Department provides treatment, rehabilitation, and support services to 10,000 clients with mental illness and substance use disorders annually through its professional staff of over 400, in addition to its many contracted Community-Based Organization (CBO) providers.THE IDEAL CANDIDATE:Proven track record in a senior management role in public mental healthSolid knowledge of county mental health systems and associated mandates, funding and regulatory oversightStrong partnerships with community agenciesSkill creating polished and professional documents and PowerPoint presentationsA history of collaborating with and presenting to all levels from CEO and Board of Supervisors to line staffAbility to inspire, coach, develop, and empower othersStrong skills in data analysis to guide operational decision making and resource allocationExperience leading change initiativesUnderstanding of fiscal processes and their relationship with program development and operationFluency with the Mental Health Services Act principles, funding, and reporting requirementsKnowledge of the Affordable Care Act and its implementation in mental health and substance abuse agenciesExperience in integrating primary care, substance abuse treatment, and mental health programsProfessional experience with electronic health records and quality improvement training and implementationFive or more years of programmatic, administrative and management experience (i.e. staff supervision, budget management and performance management)MINIMUM QUALIFICATIONSEducation and ExperienceThe knowledge, skills, and abilities listed below may be acquired through various types of training, education, and experience.
