NOTE: This is an AT-WILL position, exempt from Civil Service provisions. The County classification title is Health Services Manager III.

THE POSITION

This position works within the mental health and outpatient community branch of the Behavioral Wellness Department. This position oversees a system of interdisciplinary departmental teams and contract service agencies providing assessment, prevention, intervention, treatment, and related ancillary support services via an integrated service delivery system to people with alcohol and other drug-related problems, mental illness, and/or co-occurring conditions. Although many responsibilities require presence in Santa Barbara, this position will have countywide responsibility and routine presence in Lompoc and Santa Maria is expected. On-call hours in rotation with other department administrators will be required.

THE DEPARTMENT

The Department of Behavioral Wellness was founded in 1962 and it is our mission to promote the prevention of and recovery from mental illness and addiction among individuals, families and communities, by providing effective leadership and delivering state-of-the-art, culturally competent services. The Department provides treatment, rehabilitation, and support services to 10,000 clients with mental illness and substance use disorders annually through its professional staff of over 400, in addition to its many contracted Community-Based Organization (CBO) providers.

THE IDEAL CANDIDATE:

Proven track record in a senior management role in public mental health

Solid knowledge of county mental health systems and associated mandates, funding and regulatory oversight

Strong partnerships with community agencies

Skill creating polished and professional documents and PowerPoint presentations

A history of collaborating with and presenting to all levels from CEO and Board of Supervisors to line staff

Ability to inspire, coach, develop, and empower others

Strong skills in data analysis to guide operational decision making and resource allocation

Experience leading change initiatives

Understanding of fiscal processes and their relationship with program development and operation

Fluency with the Mental Health Services Act principles, funding, and reporting requirements

Knowledge of the Affordable Care Act and its implementation in mental health and substance abuse agencies

Experience in integrating primary care, substance abuse treatment, and mental health programs

Professional experience with electronic health records and quality improvement training and implementation

Five or more years of programmatic, administrative and management experience (i.e. staff supervision, budget management and performance management)

Examples of Duties

Leads a branch in the Behavioral Wellness department; supervises Behavioral Wellness Managers and coordinates the efforts to identify, prioritize and meet program, branch and department goals.

Provides administrative support to the Assistant Director of Clinical Operations and the Medical Director on branch-specific issues.

Serves as liaison to other County agencies and to multiple outside agencies; represents Behavioral Wellness on committees composed of multi-agency representatives working to coordinate the provision of Adult, Children and Transitional Age Youth (TAY) services to Behavioral Wellness clients including but not limited to: Children’s System of Care, Continuum of Care Reform, Behavioral Wellness Commission, Behavioral Wellness -CBO Meeting, Compliance Committee, Quality Improvement Committee, Clinical Operations Team, Interagency Leadership Team, System Change Action Teams, etc. Many of these partnerships are focused on addressing system shortcomings, designing new programs, responding to emerging needs, creating policy, and allocating resources.

Implements department-wide program changes based on System Change initiatives, outcome measures and quality standards developed by the Behavioral Wellness Compliance and Quality Improvement Committee, and Executive Team directives; analyzes compliance reports and recommends program design changes to improve services and to meet standards. Engages with staff at all levels of the organization to promote widespread understanding and adoption of the metrics.

Oversees transformation and standardization of the outpatient system to conform with BHSA as well as the System Change vision adopted by the department and partners.

Reviews and approves staff training materials in the various programs to ensure consistency and compatibility to Behavioral Wellness mandates and available resources. Assists in the identification and implementation of training plan for staff in outpatient settings to ensure competency in key skills to perform duties effectively.

In collaboration with Fiscal team, develops programmatic and regional budgets, reviews and approves budget requests and transactions; negotiates and manages contracts; researches and analyzes financial information; makes resource allocation recommendations; and implements resource allocation decisions.

Clinical contract development and monitoring: Develops SOWs for new programs and contracts. Revises SOWs for current programs and contracts. Oversees the clinical development of joint monitoring instruments and improve processes for using clinical performance metrics. Represents the department in problem resolution with CBOs.

Researches, analyzes, develops, and reviews fiscal, compliance, and related reports, contracts, plans, grant proposals, materials, presentations, and other documents; and makes recommendations to higher-level staff.

Supervises management, professional, paraprofessional, and support staff; conducts performance evaluations, employee development, hiring, discipline, and termination procedures. Troubleshoots and resolves program or work unit issues and informs higher-level management of issues/resolution.

Mentors all direct reports to facilitate staff development and sufficient succession capacity within the organization.

Performs other related duties as required.

MINIMUM QUALIFICATIONS

Education and Experience

The knowledge, skills, and abilities listed below may be acquired through various types of training, education, and experience. A typical way to acquire the required knowledge and abilities would be:1. Applicants must possess valid California licensure in their profession at the time of application.

Licensed Clinical Social Worker (LCSW)

2. Seven (7) years of progressively responsible experience in a related field including at least three (3) years as a supervisor or manager.

Licenses and Certificates

For specific positions, possession and maintenance of a valid California driver's license and the ability to meet automobile insurability requirements of the County or the ability to provide suitable transportation needs is a condition of continued employment.
