POSITION SUMMARY:
The Chief Clinical Officer (CCO) serves as a part of the executive leadership team of River Edge, reporting directly to the Chief Executive Officer (CEO), providing oversight and leadership to an experienced staff of Clinical Directors. The CCO leads all clinical programming and strategies aimed at meeting clinical benchmarks for quality and productivity, ensuring proper client care is being provided in accordance with all clinical program contracts. The CCO is accountable for setting the clinical vision for the organization and the implementation of innovative and new clinical programming.DUTIES AND RESPONSIBILITIES:
Responsible for providing clinical leadership, fostering superior quality patient care, standardizing clinical protocols, developing clinical strategic goals and program expansion, and contributing to the recruitment and retention of clinical staff.Promotes inter-departmental collaboration collaborating closely with the Chief Medical Officer (CMO) and Chief Operations Officer (COO) using a balanced and collaborative approach across all River Edge’s services.Partners with River Edge’s affiliates to ensure continuity of care and serves as a visible leader in the community advocating for decreasing health disparities and improving population health.Establish and address clinical goals utilizing a team approach for input, discussion, and establishing accountable measures for all direct reports.Oversees the development, implementation, and monitoring of clinical programs throughout the agency, beginning within the hiring process and continuing through the entire employment of team members to ensure clinical competency.Oversees clinical projects and ensures that directors/managers have the needed resources to meet project goals.Implementation, coordination, and evaluation of state and federal CCBHC (Certified Community Behavioral Health Clinic) requirements.Ensures appropriate clinical education is available within River Edge to support the development and continued competencies of clinical employees.Develops, plans, and implements policies, procedures, and protocols to support clinical care services.Works with directors/managers to ensure that individuals served have access to the providers and behavioral health services in a timely manner.Develops partnerships, coordinates activities, reviews work, exchanges information, and resolves problems related to clinical competencies; this includes partnering with internal and external stakeholders to ensure highly effective and efficient care delivery that reduces cost, improves quality of outcomes, and delivers an excellent person served experience.Advocates for the adoption of innovative clinical practices and technology that improve care and operational efficiency.Reviews and ensures compliance of community forensic conditional release plans for individuals released from state hospital by NGRI (Not Guilty by Reason of Insanity) or IST (Incompetent to Stand Trial) as well as Mandated Outpatient Treatment orders.Participates as River Edge representative in community and state meetings.Coordinate CARF accreditation and recertification.Assist with National Health Service Corps certification for agency.Assist with state and federal compliance reviews.Coordinate clinical internships, including coordination of Memorandum of Understanding with University prior to student placement.QUALITY IMPROVEMENT AND COMPLIANCE:
Conducts the Quality Improvement Committee meetings at least quarterly, reviewing the agency’s compliance and risk management across the footprint.Coordinates program-related data collection and analysis, outcomes measurement, service evaluation and improvement for reporting to River Edge Quality Improvement Committee and funder.Ensures Key Performance Indicators (KPI) are monitored for progress and goal attainment in each department. This includes productivity of direct services.Collaborate closely with Chief of Operations on Performance Monitoring Report (PMR) to ensure agency compliance of identified standards.Works closely with the Director of Risk Management on development of legal, ethical, and professional standards in clinical operations and care. When needed, assists with reviewing, reporting, and retaining records of incident reports.Reviews Corrective Action Plans requested by state for compliance and ensures departmental follow up and appropriate documentation.Maintains current knowledge of all standards. Ensures procedures support standards and revises procedures and workflows as standards change.Monitors and ensures compliance with all regulatory requirements, organization standards, and policies and procedures affecting the agency and exhibits the value of continuous learning.Establishes and enhances a culture of evidence-based decision making in clinical and management initiatives.Works in conjunction with leadership to provide and evaluate data for quality standards and utilization measurements.LEADERSHIP:
Lead and manage the clinical leadership team and all clinical staff through recruitment, retention, mentoring, coaching, and supervision; ensuring staff engagement to meet organizational and program clinical goals and objectives.Provide clinical oversight in the delivery of behavioral health services across multiple service areas, programs, and overall service delivery sites. This includes the development of policies and procedures, and protocols applicable to all behavioral health service staff and programs.Maintain awareness of trends in standards of practice for behavioral health providers. Provide assistance (directly or indirectly) in training staff in changes to protocols treatment methods, and clinical intervention strategies for quality behavioral health service delivery.COMPETENCIES:

Education and ExperienceGraduation from a college or university with a master’s degree in social work psychology, counseling or other related human service field and be fully licensed as a LPC, LCSW, LMFT.Licensed in Georgia as a Clinical Social Worker or Counselor or equivalent. Must maintain required continuing education credits for both Clinical License and Clinical Supervisor.10 years of related experience in the field of public behavioral health or community program development, with experience in an integrated healthcare setting, with coordination of substance use, mental health, and physical health treatment, preferred.Five years of experience providing management-level clinical leadership and supervision to staff.Experience working with underserved populations is preferred.Licenses and/or Certifications:
Valid and unrestricted Georgia Driver's License (within 30 days of hire if applicant is from out-of-state) with no DUI/DWI or reckless driving convictions in the last five years.Pass the State's Background Criminal Investigation (BCI) which includes digital fingerprint clearance prior to start of employment.Must pass a substance abuse screening upon employment.BENEFITS OFFERED:
