Job Description & Responsibilities:
We are looking for a Pricing Analyst with a keen interest in cost and pricing as well as experience interfacing with proposal development to join our team. You will join our rapidly growing team at Persistent Systems New York City headquarters and help to support the successful operation of the companys contracting and capture functions. This role reports to the companys Senior Pricing Analyst.This position offers visibility and requires extensive contact with all proposal team members and subcontractors in the development of Cost proposals. This includes proposal development for ongoing programs, Engineering Change Proposals (ECPs) and guiding competitive new business pursuits. Activities include planning, guiding, and performing cost and pricing proposal development in accordance with customer requirements and current government regulations, laws, and company policies.Position ResponsibilitiesAll pricing support functions from pre-RFP activities, including:Work with Capture, Contracts, and Program teams on forming, planning, and managing all cost volume development activities such as compiling cost, schedule, and technical elements in accordance with the Request for Proposal (RFP) specificationsSelect appropriate pricing methods, such as PO History or vendor quotes, for each proposal itemTranslate Level of Effort (LOE) into a written Basis of Estimate (BOE) and eventually a cost proposal that will withstand an audit and contract negotiationSupport reviews with detailed Bills of Materials and Cost Estimating Relationship (CERs) Estimates, including all supporting dataEnsure compliance with internal and external requirements, including FAR/DFARS, TINA, and certified cost or pricing dataDevelop cost models to support proposals and determine project profitabilityUnderstanding the Environment: Analyze customer budgets, competitor bidding behaviors, and compliance requirements to recommend pricing strategiesNegotiation Support: Provide pricing justification during negotiations and DCAA interactionsPrice to Win: Develop a strategy for preparing proposals with a recommended Price to WinManaging Pricing Spreadsheets: Oversee awarded pricing spreadsheets and manage internal reportingLabor Rate Evaluation: Assist in the annual evaluation of labor ratesHistorical Data Analysis: Research and analyze historical data to suggest process improvements
Job Qualifications & Experience :Minimum QualificationsBachelors degree in Accounting, Business or related discipline and minimum 2 years of prior relevant experienceExperience building out excel workbook templates for proposals and cost analysisAble to work both autonomously (self-guided) and as an integral team member in a highly dynamic work environmentHigh proficiency in Microsoft Office, including Word but specifically Excel and Power BIMust have the ability to obtain a United States Security ClearancePreferred QualificationsExperience developing a path for preparing proposals with a recommended Price to WinExperience interfacing with Capture and Program organizationsExperience working on competitive and sole source proposals in up to $50 MillionThe base pay for this role can vary from $75,000 to $85,000 a year based on individual qualifications. Eligibility for yearly discretionary bonus.
