The Human Resources and Risk Manager plans and oversees all activities of the Human Resources and Risk Management Department, including full life cycle recruitment, Equal Employment Opportunity (EEO) programs, compensation and classification, leave administration, group benefits, and adherence to federal and state labor laws. The role is also responsible for directing an effective risk management program, including review and renewal of annual insurance policies, management of liability and workers’ compensation claims, compliance with Department of Transportation drug and alcohol regulations, and coordination with legal counsel in the litigation of claims and employee related matters. Additionally, the role encompasses leading employee professional development, and maintaining a strong working relationship with labor groups. Overall, this position requires a balance of strategic oversight and detailed execution across HR and risk management functions, with a focus on maintaining confidentiality, professionalism, and compliance.The ideal candidate for this position is an experienced professional with a proven track record in human resources management. A well-qualified candidate will possess a demonstrated ability to conduct independent research, analyze data, and implement HR initiatives while ensuring strict confidentiality. Experience includes driving team engagement through process improvements, cross-training, and performance enhancement, a strong capability to provide constructive feedback and foster long-term development. The ideal candidate exercises sound judgment, discretion, and professionalism, maintaining a diplomatic demeanor in diverse settings. With a flexible and adaptable approach, the ideal candidate will effectively manage multiple assignments under pressure. The next HR and Risk Manager will be adept at interpreting and applying federal and state labor laws and policies and communicate clearly and professionally in both written and verbal forms. Proficiency in office software programs, including Excel, Word, PowerPoint, Access, and Outlook, complements the ability to produce accurate reports and presentations.Other desirable qualifications include:In-depth understanding of California human resources regulations, particularly those related to represented (union) employees, and experience with self-insurance programs for workers’ compensation and risk management. If the candidate does not possess experience with self-insurance programs, then they will possess the aptitude to learn and grow in this area.Familiarity with transportation operations and collective bargaining agreements.Minimum Requirements:Bachelor’s degree in human resources management, business administration, public administration or related field.A minimum of five (5) years of progressively responsible professional experience in human resources administration, with at least two years in a supervisor capacity, or any combination of education and experience to fulfill the duties of the position.To learn more about this job, click
