The HR Manager is charged with the task of managing all aspects of a full-service human resources program including: a comprehensive risk management program; benefit plan management; labor and employee relations; employee development; class and compensation and recruiting. The City has approximately 150 full-time employees, represented by five employee organizations (unions) and one unrepresented group.

HOW YOU GET TO CONTRIBUTEIn addition to day-to-day operations and issues, key special project areas include the following:Developing a learning academy with hard and soft skill training courses for employees at all levels, with a particular focus on supervisory skills.Creating a comprehensive onboarding and offboarding program.Negotiating new labor contracts set to expire on June 30, 2025.Ensuring that the City’s recruitment plan and efforts continue to meet demands through innovative solutions and approaches in a tightening labor market.Devising and implementing creative employee engagement programs designed to maintain employee satisfaction, connection, and retention.Creating a comprehensive risk management strategy aimed at reducing the City’s general liability and workers compensation costs.Resolving high-level employee compensation, benefit, and disciplinary issues.Training and mentoring staff and providing leadership with respect to succession planning.Other projects will be happily supported based on the successful candidate’s interests and capacity, so bring your energy and your ideas!The ideal candidate will embody the attributes of principled leadership and believe in our shared purpose to make Hermosa Beach “the small town others aspire to be” and empower our team members to create a work environment based on values, ethics, commitment, honesty, involvement, and vision.The Human Resources Manager will be an experienced HR practitioner with a demonstrated ability to provide strong leadership in a changing government environment. The successful candidate will possess strong analytical and interpersonal skills and serve as a valuable resource throughout the organization. A history of effective partnerships and problem-solving and the ability to fit well within a small but energetic and dedicated team are particularly important traits.
