Specific Responsibilities:

This is a Public Health Communications Manager - SES position in the Public Information Office maintaining cooperative relationships with community, media, public relations, and public information. Work is performed under the supervision of the Environmental Administrator - HLTH. This position requires independent judgment, initiative, applying general knowledge of business practices and skills in applying instructions to accomplish various job functions. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. This position may view, update, or release confidential information. Confidential Information Data Sets: Medical records, personnel records, preparedness information deemed confidential. Has access to all departmental information, which must be reviewed and disseminated in a manner to create awareness and understanding among the people served.

Serves as community liaison and interacts with all private and governmental agencies for homeland security and other potentially catastrophic events. Assures a cohesive working relationship with all partners including Public Health Preparedness, Public Affairs offices, Fire Rescue and Sheriff Department.

Acts as departmental spokesperson, develops press releases, infomercials, PSA'S films, etc. Handles social media platforms like twitter and website management. Marketing, special projects, public education, customer feedback, and response dissemination. Interacts with the Department of Health Communications Office in Tallahassee and serves as a back-up as temporary/interim Communications Director to provide communication back-up to Department of Health.

Coordinates and assists in the provision of a variety of public relations and public information services following established administrative policies, procedures, guidelines and directives. Develops, implements and evaluates annual public information and public relations business plan based on the agencies strategic plan. Coordinates press conferences, public forums and community meetings. Interacts with the media and the community to disseminate information and responds to records requests. Writes press releases, public service announcements, publications, preparedness reports, statistical charts, graphs, correspondence and other written materials. Deliver speech and presentations to the community on health issues, problems, programs and services.

Writes implements and oversees internal communications plan to assure timely dissemination of all relevant information to entire staff. Write and distribute internal newsletters to keep staff current on internal and external issues that may impact the community. Maintain cultural competency in communicating across cultures including use of language and word art.

Supervises and manages the print shop including related art, graphics, print, video and other media.

Provides training and consultation to administrators and their staff on the delivery of public information to the community on services and programs. Represents the agency on committees, boards, partnerships and task forces to provide consultation on health issues. Serves as the back for the agency directors as needed.
