Plans, directs, and controls the Tribe's finances through analysis, management, budgeting, financing, and accounting practices, as well as nurturing its relationship with institutions and other members of the financial community by performing the following duties personally, or with staff.

REQUIREMENTS:
Bachelor's degree in Accounting, or bachelor's degree in Business with a minimum of twenty-four credit hours of advanced accounting. Five years of fiscal and accounting management experience, preferably in governmental or fund accounting. Native American governmental experience is a plus. Three years of supervisory experience is required. Credentialed applicants (CPA, CMA, etc.) are preferred.
Knowledge of:
Advanced accounting concepts, general ledger reconciliations, and cash management.
Advanced computer operations, Excel and accounting software, and hardware.
Thorough understanding of fund accounting, budgeting, and grant administration.
Ability to:
Produce, read, and understand financial reports.
Other:
Occasionally work weekends and evenings.
Must possess a valid Oregon State driver's license, and insurance and be eligible to drive a GSA Vehicle.

Plans, directs, and controls the Tribe's finances through analysis, management, budgeting, financing, and accounting practices, as well as nurturing its relationship with institutions and other members of the financial community by performing the following duties personally, or with staff.
DUTIES:
- Responsible for fiscal compliance of all government contracts and grants.
- Responsible for supervision of accounting staff and program accounting operations.
- Supervise the maintenance of financial records.
- Review the reconciliations of accounting records to determine completeness and accuracy.
- Responsible for trial balances of general and subsidiary ledgers.
- Assist in preparing financial reports for administration.
- Assist in the review or development of accounting systems, procedures, and software.
- Assist in the development of user manuals for accounting and budgeting systems currently in use or to be implemented.
- Perform internal audit procedures guaranteeing compliance with Tribal policies, GAAP, GASB Statements, and OMB regulations, specifically 2CFR200.
- Provide investment advice to the Chief Financial Officer to manage the Tribe's cash flow and short-term investments.
- Responsible for closeout of financial records, and preparation for annual audit.
- Responsible for FQHC reconciliation reporting and compliance.
- Provide technical assistance and training on accounting procedures to service users.
- Oversee and/or prepare program and department financial reports and schedules as needed.
- Analysis of financial reports as needed for Tribal operations.
- Other duties as assigned.
