As a Manager, SUI Rate Operations, you will work collaboratively with Justworks' Payment Tax Unit (PTU) Team as well as cross-functionally with teams across Justworks including: Customer Success, Technology, Engineering, Business Operations, Business Intelligence, Onboarding, Legal, Sales and Finance. These programs will deal directly with Workforce Development, Policy, the Economy, Employment Services, the health of State's Unemployment Insurance trust funds as well as all current and future exchanges within the State Information Data Exchange System (SIDES) program.

As a Manager, SUI Rate Operations, you will be responsible for SUI Compliance/Risk Management, Rate Forecasting, Coaching and Development of Talents as well as driving innovation and cost savings through accurate data modeling.

Your Success Profile
What You Will Work On
  • Drives the delivery of competitive State Unemployment Insurance rates and ensuring services are provided in alignment with our values, and in compliance with applicable laws (Federal, State and local)
  • Interpret, apply and implement tax-related accounting standards and disclosures while researching and documenting tax technical matters, positions, policies, and procedures
  • Partner with the National Association of Professional Employer's Organization (NAPEO) and National Association of Workforce Agencies (NASWA) to strategically drive alignment of industry standards within Justworks. Keep informed of PEO industry-specific tax laws, regulations, and tax incentives to ensure that appropriate tax strategies are in place.
  • Hire and manage a team of associates responsible for executing day-to-day operations while timely and accurately delivering remittances
  • Improve team workflows for PEO and Client Reporting rates.
  • Ensure the team is up to date on knowledge of the principles, theories, techniques and trends of public administration including financial management, labor relations, and related governmental programs.
  • Lead regular team meetings, sharing their progress on weekly metrics reports, coaching and regularly reviewing team and individual performance.
  • Develop a team that demonstrates a high level of accountability, initiative, effort, and commitment towards completing assignments efficiently and adherence to team SLAs while achieving high client satisfaction rates
  • Proactively communicate changes in procedures and other important updates to teams and key stakeholders.
  • Lead special projects to ensure the long-term operation success of the unemployment insurance life cycle in conjunction with the Director, Unemployment Insurance.
  • Partner with our Product and Engineering teams to improve systems, diagnose bugs, and deploy solutions.
  • Develop, implement, improve, and streamline tax compliance policies and procedures to ensure compliance with applicable tax laws, rules, and regulations;
  • Manage rate forecasting, business underwriting and audit of state unemployment tax rate. Risk mitigation through development and application of effective controls, communications, reporting and checks & balances to reduce financial exposure and liability.
  • Serve as a point of escalation for items requiring additional support and oversight for all aspects of state unemployment insurance to maintain integrity within the program.
  • Analyze operational workflows and processes and develop standards, policies, procedures and improvements
  • Collaborate with cross-functional teams-including Sales Enablement, Tax Filing and Reporting, Customer Onboarding, Technology, Legal, Customer Success Organization, and Finance-to define and set quarterly financial and operational goals. Your focus will be on ensuring compliance, strategic advantage, and sustainable growth across the entire company.
  • Drive continuous process development, improvements and refinement, including development of standards that drive excellence, measurable results, scale and consistency
  • Research technical state unemployment tax matters, positions, policies, and procedures and assist in drafting memorandum to support and document conclusions, including tax positions related to nonrecurring company transactions.
  • Assist with state non-unemployment tax-related projects and queries, including certain payroll and payroll-related tax positions and accruals in coordination with the responsible teams, as necessary.

Qualifications
  • 2+ years people management experience
  • 4+ years of experience, years of project management and/or data analytics experience
  • 4+ years State Unemployment Insurance Rate Forecasting is required
  • State Information Data Exchange Systems (SIDES) is required
  • 4+ years PEO experience required
  • Experience with State Unemployment Insurance claim handling in all 50 states is preferred.
  • Advanced experience working with SQL and strong knowledge of Excel or another tool for data manipulation
  • Ability to be process-driven while remaining resourceful and adaptable
  • Ability to quickly grasp finance and operations practices and business drivers; comfortable and familiar with predictive modeling techniques
  • Knowledge of at least one statistical programming language preferred, with willingness to learn R, Python or Ruby
  • Strong presentation skills
  • Proven ability to balance multiple priorities in a fast-paced environment and effectively adapt to changes
  • Keen attention to detail with a strong organization and communication skills


The base wage range for this position based in our New York City Office is targeted at $122,000 - $134,200 per year.

Actual compensation is based on multiple factors that are unique to each candidate, including and not limited to skill set, level of relevant experience, and specific work location. Salary ranges for positions based in other locations may differ based on the cost of labor in that location.
