PROGRAM DESCRIPTION:

The Fleet Numerical Meteorology and Oceanography Center (FNMOC), under the direction of the Commander, Naval Meteorology and Oceanography Command, runs regularly scheduled numerical predictions of the global atmosphere and ocean dependent upon strong IT project management and a complex, robust IT infrastructure. Located in Monterey, CA, and at Stennis Space Center, MS, FNMOC products are distributed directly to Department of Defense (DoD) activities worldwide. End-to-End Data Flow Monitoring will provide FNMOC with support for engineering End-to-End Data Flow Monitoring of critical operational information technology (IT) functions by analyzing FNMOC's networks, data, and systems connected to NIPRNET. This work will include documentation, analysis, planning, engineering, software implementation and updates, as needed.

Job Responsibilities:

•Initiate, oversee, and provide minutes for FNMOC Data Flow Monitoring meetings to develop specific monitoring task requirements, analysis, planning, engineering, and testing activities.

•Monitor and analyze network and systems to find predictable problems that FNMOC can readily monitor with expansion of existing software tools or enhancements, specifically looking for incremental solutions with rapid return on investment.

•Ensure proposed and implemented solutions are compatible with both planned and installed FNMOC systems and software solutions, as well as the use of only DoD and Navy authorized software, to enable the successful transition into the FNMOC operational environment. Includes software and system planning, software review board presentations, and technical exchanges with others, as necessary.

•Facilitate updates to operations through FNMOC's configuration management processes, with modifications as necessary to install software on FNMOC's systems.

•Perform and assist in the testing of the identified systems and software solutions on FNMOC's systems, to include configuring software and systems, running a controlled test, archiving results for analysis, analyzing test results, and writing the test result report.

•Document all proposed and implemented changes to data structures, software configuration, and operating procedures.

•Respond to monitoring problems reported by the Command Systems Watch Officer (CSWO). Where applicable, identify, troubleshoot, and correct the operational problems.

•Investigate what monitoring and tools are used by other operational centers. Analyze the tools found for applicability at FNMOC.

•Establish, implement and document requirements for information assurance integrity of data in accordance with US Government computer systems monitoring access policies, including all related equipment, networks and network devices are provided only for authorized US Government use and will be maintained accordingly.

•Formulate and define system scope and objectives for assigned projects.

•Prepare detailed specifications for programs.

•Responsible for program design, coding, testing, debugging and documentation.

•Has full technical knowledge and responsibility of all phases of applications systems analysis and programming.

•Understand the business or function for which application is designed.

•Duties also include instructing, directing and checking the work of other systems analysts and programming personnel.

•Responsible for quality assurance review.

•Responsible for directing and monitoring the work of team members.

Bachelor's degree from an accredited college or university with a curriculum or major field of study which provides substantial knowledge useful in managing large, complex AIS projects is closely related to the work to be automated, and/or in a computer science, information system, a physical science, engineering or a mathematics-intensive discipline.

• Experience:

Have six years of increasingly complex and progressive experience in performing systems analysis, development, and implementation of business, mathematical, or scientific setting using a variety of information technology resources. Has experience with current technologies and, where required for the task, emerging technologies. Must have managed or had significant involvement with complex or substantive information technology projects including one year of experience in management and supervision.
